Title:  Shop Foreman                                    

FLSA Status: Non-Exempt

Department:  Highway                                                         

Supervisor: Highway Superintendent                                  

Hours: 7:00 a.m. to 3:00 p.m. 40 hours weekly                


PURPOSE OF POSITION:

Incumbent serves as Shop Foreman for the Highway Department, responsible for coordinating and directing repair and maintenance on all Highway Department vehicles and equipment, inventory and handling of construction supplies and materials, and maintenance and operation of the facility itself.


ESSENTIAL FUNCTIONS: 

  • Supervises and directs assigned personnel, plans work assignments, and provides training and corrective instructions.
  • Ensures proper running condition of Department vehicles and equipment, including receiving complaints from Department personnel, running computerized diagnostic tests, operating equipment and vehicles to analyze malfunction, determining repair needs, and assigns repairs or completes when necessary.
  • Schedules and assigns preventative maintenance functions and performs them when needed, including cleaning equipment, checking fluids on equipment, ensuring proper fluid levels, greasing equipment, ensuring proper function of lights and other safety equipment, and recording as required.
  • Determines outsourced repairs needed including receiving quotes, estimating costs, and reporting to Assistant Superintendent. Maintains inventory of shop supplies and parts, ordering/purchasing as needed.
  • Maintains cleanliness and safety of shop and grounds.
  • Makes recommendations for the specification and procurement of new equipment and vehicles.
  • Performs visual inspection of Department vehicles/equipment and reviews employee use of equipment, noting repairs and training needed.
  • Maintains inventory of construction tools, supplies and materials. Reorders/purchases as needed.  Responsible for directing and ensuring proper storage and handling of supplies and materials. 
  • Serves on 24-hour call for emergencies.

 

NON-ESSSENTIAL FUNCTIONS:

  • Performs related duties as assigned.
  • Repairs vehicles/equipment using various equipment, machines, and tools, including hammer, screw drivers, wrenches, drills, power saws, drill press, air compressor, grinder, cutting torch, welding equipment, tap/die sets, brooms, backhoe, and front-end loaders.


EDUCATION AND QUALIFICATION REQUIREMENTS:

  • High school diploma or GED preferred.
  • Must be at least 18 years of age.
  • Ability to supervise and direct assigned personnel, planning/making work assignments, and providing training and corrective instruction.
  • Working knowledge of mechanical operation and function of equipment and vehicles.
  • Working knowledge of and ability to perform various mechanical trades, including welding, torch cutting, brazing, and wiring.
  • Working knowledge of and ability to make practical application of Department safety policies and procedures, and ability to properly operate a variety of equipment, machines, and tools, including hammer, screw drivers, wrenches, drills, power saws, drill press, air compressor, grinder, cutting torch, welding equipment, tap/die sets, brooms, backhoe, and front-end loaders.
  • Ability to read and interpret detailed prints, sketches, specifications, technical manuals, instruments, gauges and dials.
  • Ability to work alone and with others in a team environment with minimum supervision.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to effectively communicate with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to occasionally work extended, evening, and/or weekend hours and serve on 24-hour call
  • Possession of a valid Class B Commercial Driver's License and demonstrated safe driving record.


RESPONSIBILITY:

Incumbent performs duties according to standard Department operating procedures, prioritizing work and schedules according to vehicle/equipment service needs and seasonal deadlines.  Assignments are guided by broad policies and/or general objectives, with incumbent referring to supervisor for unusual or unprecedented situations, such as equipment that will be inoperable for an extended period of time or excessive repair costs.  Incumbent receives general supervision and has a high degree of flexibility in the job.  Errors in work are primarily detected or prevented through reference to technical manuals/specifications and standard safety procedures.  Undetected errors could result in damaged or unsafe equipment and/or endangerment to self or others.

 

Incumbent reports directly to Assistant Superintendent.


WORKING RELATIONSHIPS:

Working relationships are with supervisor, assigned staff, other department staff, and other county departments.


WORKING CONDITIONS AND PHYSICAL DEMANDS:

Incumbent performs duties in heavy equipment and outdoors and is frequently exposed to normal hazards associated with a shop environment, such as noise, vibration, grease, dirt, and vehicle fumes.  Also occasionally exposed to normal hazards associated with maintaining roads and rights-of-way, such as machinery, traffic, noise, grease, dirt, dust, vehicle fumes, extreme temperatures, and inclement weather.  In responding to emergency situations, incumbent may be exposed to such hazards as downed power lines and/or fallen trees.  Safety precautions must be followed at all times to avoid injury to self and others. Incumbent occasionally works extended, evening, and/or weekend hours.  Incumbent serves on 24-hour call for emergencies.  Incumbent's duties involve physical exertion, driving, sitting for long periods, far vision, hearing sounds/communication, standing/walking for long periods, lifting/carrying objects weighing over 50 pounds, pushing/pulling objects, depth perception, crouching/kneeling, reaching, bending, and handling/grasping objects.
