Key Responsibilities
Technical Accounting & Policy
- Research, interpret, and document the application of GASB pronouncements, implementation guidance, and other authoritative literature
- Lead the organization’s implementation of new or revised accounting standards, including:
- Leases (GASB 87)
- Subscription‑Based IT Arrangements (GASB 96)
- Grants, governmental funding, and public‑private partnership arrangements
- Develop, maintain, and update accounting policies, technical memos, and white papers with clear conclusions and authoritative citations
- Assess accounting implications of new transactions, programs, contracts, and business initiatives
Contract Review & Advisory
- Review contracts and complex arrangements (e.g., vendor, physician, IT, financing, and service agreements) to determine appropriate accounting treatment
- Provide accounting guidance prior to contract execution and document conclusions in technical accounting memoranda
- Partner with Legal, Supply Chain, IT, and Operations to identify accounting impacts and ensure timely involvement of Technical Accounting
Financial Reporting & Close Support
- Support the preparation and review of:
- Annual Comprehensive Financial Report (ACFR)
- Notes to the financial statements
- Management’s Discussion and Analysis (MD&A)
- Supplemental schedules required for governmental healthcare entities
- Review complex journal entries, estimates, and account reconciliations related to technical accounting areas
- Provide technical review of disclosures, roll‑forwards, and supporting schedules during monthly, quarterly, and annual close
Audit & External Coordination
- Serve as the primary technical accounting contact for external auditors
- Prepare audit support, technical analyses, and responses to audit inquiries
- Support PBC coordination for assigned technical areas and maintain high‑quality, timely deliverables
- Assist with single audits, grant audits, bond‑related reporting, and regulatory inquiries as applicable
- Proactively address audit findings and support remediation of identified issues
GASB 87 / GASB 96 & High‑Risk Areas
- Own technical guidance and documentation for GASB 87 and GASB 96
- Partner with IT, Supply Chain, and Accounting Operations to ensure completeness and accuracy of lease and SBITA populations
- Review embedded lease conclusions, modifications, reassessments, discount rates, and disclosure support
- Support accounting and documentation for pensions, OPEB, and other significant estimates, coordinating with actuaries and internal stakeholders as needed
Leadership, Controls & Process Improvement
- Provide guidance, mentorship, and technical training to accounting staff
- Identify opportunities to improve accounting processes, documentation standards, and internal controls
- Support the design, documentation, and effectiveness of controls over technical accounting and financial reporting
- Assist with system implementations or enhancements impacting accounting and reporting
- Promote a strong control environment and compliance culture
Required Qualifications
- Bachelor’s degree in Accounting required; Master’s in Accounting or Finance preferred
- Active CPA strongly preferred
- 8–12+ years of progressive accounting experience, including 3–5+ years in technical accounting within a complex, multi‑entity environment
- Healthcare and/or public sector experience with GASB standards, including GASB 87 and 96
- Prior public accounting (government or healthcare focus) experience desirable
- Strong technical accounting research, writing, and contract interpretation skills
Preferred Qualifications
- Experience with bond accounting, continuing disclosure, and governmental reporting requirements
- Experience implementing new accounting standards
- Familiarity with healthcare‑specific accounting (patient service revenue, third‑party payors, grants)
- Experience supporting pension and other post‑employment benefit accounting
Technical Skills
- Advanced knowledge of GASB accounting and governmental financial reporting
- Strong proficiency in ERP systems and financial reporting tools
- Advanced Excel skills
- Ability to interpret complex contracts and legal agreements from an accounting perspective
