Salary Range  $64,893 - $104,479 FLSA Exempt  This position is Non-Merit and serves at the pleasure of the appointing authority.

Purpose of Classification: 

 

The purpose of this classification is to coordinate and manage project or program activities to meet departmental and program priorities, goals, and objectives. 

 

This position serves as a critical liaison between the legislative and executive branches of government, ensuring effective communication, accountability, and transparency throughout all phases of the program.

 

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

 

Coordinates or manages assigned projects, programs, and activities; recommends, plans, administers, and evaluates policies, procedures, processes, systems, standards, and service offerings; and ensures projects are in compliance with priorities, goals, objectives, plans, specifications, agreements, contracts, policies, codes, ordinances and regulations. 

Monitors project requirements, activities, and services to ensure satisfactory performance and meeting of timelines; resolves problems; attends meetings; sets and monitors schedules; checks project progress; provides status updates and reports; and provides information and technical assistance to project team, county staff, contractors, vendors and other stakeholders. 

Serves as liaison between director and department staff, team members, other departments, and outside agencies regarding projects and activities; acts for director, including representing him/her at meetings and resolving problems, as needed; advises director of potential problems; and develops solutions and makes recommendations. 

 

May manage, direct, and evaluate assigned staff; develop and oversee employee work schedules to ensure adequate coverage and control; compile and review timesheets; approve/process employee concerns and problems and counsel or discipline as appropriate; assist with or complete employee performance appraisals; direct work; act as a liaison between employees and department director; and trains staff in operations, policies, and procedures. 

 

May organize, prioritize, and assign work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. 

 

Develops and implements strategic initiatives, tactical plans, and systems for gathering, analyzing, and disseminating best practices knowledge and techniques to the organization; provides design and analysis expertise to improve operational efficiency and productivity; manages administrative aspects of assigned projects and activities; and evaluates and monitors progress against performance and quality measurements. 

 

Administers budgets of assigned projects; coordinates with assigned department in planning and cost estimating; prepares cost estimates for budget planning; provides justifications for requests; monitors and controls expenditures for approved projects; tracks expenditures and pay requests; processes purchase orders and invoices; and maintains related documentation. 

 

Conducts training; writes and/or revises standard operating procedures and manuals; coordinates requests for information from the general public, media, county staff and elected officials; provides assistance to a variety of internal and external customers for information discrepancies, complaints, and other related information; and prepares and delivers reports, white papers, and presentations. 

 

Minimum Qualifications: 

Bachelor’s degree in Business Administration, Public Administration or a related field; five years of experience in project or program management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this classification. 

 

Specific License or Certification Required:Must possess and maintain a valid Georgia driver’s license.

The County is seeking a skilled and motivated Special Projects Coordinator- BOC to support the successful implementation of the Water and Sewer Capital Improvement Program (CIP). This position serves as a critical liaison between the legislative and executive branches of government, ensuring effective communication, accountability, and transparency throughout all phases of the program.

The Special Projects Coordinator- BOC will serve as the primary point of contact between the legislative and executive branches for the Water and Sewer Capital Improvement Program (CIP). This role is responsible for monitoring, analyzing, and reporting project implementation and progress, tracking key milestones, and preparing comprehensive progress reports and presentations for elected officials and senior leadership. The incumbent will facilitate interdepartmental coordination and communication to ensure project alignment and timely execution, identify potential barriers to project completion, and recommend corrective actions to leadership. Additionally, the position will maintain detailed documentation to support policy decisions and ensure public reporting requirements.
