E&I Estimator

Summary

The E&I Estimator is responsible for developing accurate, competitive, and comprehensive cost estimates and proposals for electrical and instrumentation (E&I) construction, maintenance, and project work within industrial environments. The position evaluates project scope, performs detailed quantity take-offs, develops labor and material pricing, evaluates subcontractor and vendor proposals, identifies project risks and opportunities, and prepares complete bid packages for management review and customer submission. The role supports projects across the refining, petrochemical, chemical, power generation, LNG, manufacturing, and other industrial sectors. The Electrical Estimator works closely with operations, engineering, procurement, project management, vendors, subcontractors, and clients throughout the estimating and proposal process and supports project turnover following award.

Minimum Qualifications

• Bachelor's degree in Construction Management, Engineering, Electrical Engineering Technology, or a related field preferred; equivalent combination of education, technical training, and relevant industrial experience may be considered.
• Three (3) or more years of progressively responsible experience in electrical and instrumentation estimating, construction, or related industrial project environments, with significant responsibility for E&I estimating.
• Demonstrated experience developing estimates for industrial electrical and instrumentation construction, maintenance, turnaround, or capital project work.
• Experience interpreting engineering drawings, specifications, P&IDs, one-line diagrams, cable schedules, instrument indexes, electrical plans, and other construction documents.
• Experience performing detailed material quantity take-offs and developing labor-hour estimates.
• Experience developing and evaluating vendor and subcontractor pricing.
• Proficiency with Microsoft Excel and other Microsoft Office applications.
• Experience with electronic take-off and/or estimating software; Bluebeam experience preferred.
• Valid driver's license and ability to meet Company driving requirements when travel to customer or project locations is required.

Knowledge, Skills, and Abilities 

• Advanced knowledge of industrial electrical and instrumentation construction methods, materials, equipment, and installation practices.
• Working knowledge of applicable electrical and instrumentation codes, standards, and industry practices, including NEC, NFPA, ISA, and IEEE requirements applicable to assigned work.
• Knowledge of industrial labor productivity, crew composition, construction sequencing, and factors affecting field productivity.
• Ability to perform detailed quantity take-offs and develop labor, material, equipment, subcontractor, and indirect cost estimates.
• Ability to analyze bid documents and identify scope gaps, discrepancies, constructability concerns, commercial risks, and cost exposure.
• Ability to develop and clearly document estimate assumptions, exclusions, qualifications, and clarifications.
• Strong analytical and mathematical skills with demonstrated attention to detail and accuracy.
• Ability to evaluate multiple pricing alternatives and make sound recommendations regarding estimating and bid strategy.
• Strong organizational and time-management skills with the ability to manage multiple estimates and competing deadlines.
• Effective written and verbal communication skills, including the ability to communicate technical and commercial information to operations, management, customers, vendors, and subcontractors.
• Ability to work independently while effectively collaborating with cross-functional teams. 

Essential Functions

•  Review invitations to bid, drawings, specifications, scope documents, schedules, contract requirements, and other bid documents to develop a comprehensive understanding of project requirements.
• Perform detailed quantity take-offs for electrical and instrumentation systems, including applicable equipment, conduit, cable, cable tray, terminations, instruments, controls, and associated materials.
• Develop detailed labor-hour estimates based on quantities, installation methods, crew composition, productivity factors, project conditions, and schedule requirements.
• Develop material, equipment, subcontractor, temporary facility, indirect, and other project costs necessary to establish the estimated cost of work.
• Solicit, analyze, level, and incorporate vendor and subcontractor quotations into project estimates.
• Identify scope gaps, ambiguities, constructability concerns, productivity impacts, schedule constraints, and other project risks that may affect pricing or execution.
• Develop bid assumptions, clarifications, qualifications, inclusions, and exclusions to clearly define the basis of estimate.
• Prepare detailed estimates, pricing summaries, bid proposals, and supporting documentation for management review and customer submission.
• Participate in estimate reviews and provide recommendations regarding pricing, contingency, risk, value engineering, and bid strategy.
• Identify value-engineering opportunities and alternative construction methods that may improve project cost, schedule, or execution.
• Attend site visits, pre-bid meetings, bid clarification meetings, and customer scope reviews as required.
• Coordinate with operations, project management, engineering, procurement, safety, vendors, and subcontractors to validate scope, execution assumptions, pricing, and schedule requirements.
• Support customer discussions, proposal clarifications, and contract negotiations during the bidding and award process.
• Prepare estimates and pricing for change orders, scope growth, additional work, and other project modifications as required.
• Maintain and utilize historical cost data, labor productivity information, estimating metrics, and benchmarking information to improve estimate accuracy.
• Participate in post-bid reviews and evaluate estimate performance and lessons learned to improve future estimating practices.
• Lead or participate in project turnover meetings following award to communicate estimate assumptions, scope, risks, pricing basis, and other information necessary for successful project execution.
• Maintain organized and complete estimating files and documentation in accordance with Company requirements.
• Perform other duties as assigned consistent with the position's responsibilities.

Physical Demands

• Ability to perform work primarily in an office environment, including prolonged periods of sitting and working at a computer.
• Ability to stand and walk for extended periods during project site visits.
• Ability to navigate active industrial and construction environments, which may include uneven surfaces, stairs, and ladders.
• Ability to climb, bend, sit, walk, kneel, crawl, stand, push, and pull frequently. 
• Ability to maintain 3-point contact while climbing ladders. 
• Ability to lift 25-50 pounds occasionally.
• Ability to wear required personal protective equipment (PPE), while visiting project and customer locations, including but not limited to: 
  • Hard hat, life vests, ear protection, leather gloves, hard hat, slicker suit, acid suit, rubber gloves, full face breathing mask, wearing full safety harness, or wearing a face shield. 

Work Environment 

• Primarily office-based with periodic visits to active industrial facilities and construction sites. 
• Industrial field environments and may involve exposure to:
  • Extreme weather conditions (heat, cold, rain, wind)
  • High noise levels
  • Hazardous materials, fumes, and airborne particles
  • Electrical hazards, including potential shock risks
  • Heavy equipment and mechanical systems
  • Exposure to energized systems and high-voltage environments
  • Elevated work areas and confined spaces
• Strict adherence to all safety policies, procedures, and regulatory requirements is mandatory.
• Work may require occasional travel to client sites for pre-bid meetings, walkthroughs, and project reviews. 
• May be required to work extended hours to meet bid deadlines and customer schedules.
