Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Summary

The Safety Engineer II is responsible for assurance and continuous improvement of site safety standards, government regulations, safety related best practices, site program implementation, and safety compliance. The role requires close collaboration with Operations, Maintenance and other key refinery functions.

Accountabilities & Responsibilities: 

  • Evaluate refinery work environments, equipment, and tasks to identify engineering‑based risk reduction opportunities.
  • Provide technical reviews of designs, project packages, and equipment changes to ensure personnel safety requirements are integrated.
  • Analyze injury data and leading indicators to identify systemic trends and drive corrective actions.
  • Serve as technical lead for key occupational safety programs.
  • Develop and maintain technical procedures, standards, and engineering‑based safe‑work practices.
  • Ensure programs align with regulatory standards (OSHA, NFPA, ANSI, API) and company requirements.
  • Conduct formal risk assessments, exposure assessments, and job hazard evaluations using data‑driven methodology.
  • Evaluate options for mitigation using engineering judgment, human‑factors considerations, and industry best practices.
  • Participate in incident investigations as a technical resource focused on root‑cause identification and engineering controls.
  • Recommend improvements to equipment, procedures, and system design to prevent recurrence.
  • Validate the effectiveness of corrective actions from a technical standpoint.
  • Translate complex safety and engineering concepts into clear, accessible guidance for operators, maintenance personnel, and contractors.
  • Provide subject‑matter expertise to supervisors, engineers, and safety professionals.
  • Support development of training modules for key occupational safety programs.
  • Understand operational drivers (production demands, maintenance schedules, reliability constraints) and incorporate them into practical, achievable safety recommendations.
  • Provide guidance to new team members and serve as an internal technical consultant.

Qualifications: 

  • B.S. in Safety or related field, Masters preferred
  • Certifications (e.g., ASP, CSP) preferred

Job Knowledge, Skills & Experience 

  • Minimum of 5+ years of Industrial Health and Safety experience preferred
  • Strong technical background in occupational safety, equipment safety, and hazard controls.
  • Working knowledge of OSHA, NFPA, ANSI, and industry best practices.
  • Ability to evaluate data, engineering options, and precedents to determine the best path forward.

Education and Experience: 

  • B.S. in Safety or related field, Masters preferred
  • Certifications (e.g., ASP, CSP) preferred
