Direct Reports: Maintenance Technician (1 FTE)

Location: On-site across 2 Housing (1 PSH and 1 transitional) properties and 1 Office Location

Employment Status: Full-Time, Regular, Exempt

Compensation: $63,000 – $70,000 per year (commensurate with experience)

 

Position Summary

The Deputy Housing Director serves as the primary Property Manager for 1 Permanent Supportive Housing (PSH) residential building, 1 Transitional "shelter" Property, and 1 primary office location. Reporting directly to the Housing Program Director, this role oversees day-to-day property operations, master lease administration, physical building maintenance, and occupancy management.

Working through a trauma-informed, Housing First, and harm reduction lens, the Deputy Housing Director maintains safe, high-quality, and compliant physical environments for individuals who may have experienced homelessness, mental health conditions, or substance use. This role acts as the operational counterpart to the Housing Program Director, focusing on physical property and direct tenant leasing operations while the Director manages overall program strategy, funding compliance, and clinical care systems.

 

Core Duties & Responsibilities

  • Property Management & Master Lease Operations
  • Direct Property Management: Oversee full operational workflow for 3 designated properties, ensuring buildings are safe, clean, and fully functional.
  • Master Lease & Sublease Management: Manage relationships with property owners/lessors under master leasing structures. Prepare, execute, and renew individual sub-leases with program participants in accordance with program protocols.
  • Rent Collection & Accounting: Execute rent collection processes directly for properties, including tracking payments, issuing receipts, and issuing ledgers in compliance with program rules.
  • Occupancy & Turnovers: Oversee unit turnovers to minimize vacancy loss. Coordinate move-ins, move-outs, unit key management, and initial walk-throughs with residents and care teams.
  • Tenant Relations & Conflict Resolution: Address tenant facilities-related concerns, lease violations, and property disruptions using de-escalation, harm reduction, and trauma-informed approaches.

 

Inspections & Housing Quality Standards (HQS)

  • Routine & Compliance Inspections: Conduct regular property and unit inspections (move-in, annual, move-out, and pre-audit physical inspections) to ensure adherence to Housing Quality Standards (HQS).
  • Safety & Code Compliance: Ensure all 3 properties comply with local building codes, fire safety regulations, Fair Housing laws, and organizational environmental safety standards.
  • Audit Preparation: Work under the guidance of the Housing Program Director to prepare physical site files and unit spaces for external inspections and funder audits (e.g., HUD, CHFA).

 

Maintenance & Physical Supervision

  • Supervision of Maintenance: Directly supervise 1 Maintenance Technician, assigning daily work orders, managing schedules, evaluating performance, and prioritizing building repairs across all 3 sites.
  • Work Order Management: Oversee the work order ticketing system to ensure routine maintenance, repairs, and preventative schedules are completed in a timely manner.
  • Vendor & Contractor Management: Solicit bids, schedule, and oversee external specialized contractors (e.g., HVAC, plumbing, pest control, security) for complex physical repairs.

 

Operational Administration & Cross-Departmental Collaboration

  • Interdisciplinary Support: Work collaboratively with the Housing Program Director, Peer Specialists, Case Managers, and other staff teams to support housing retention and prevent evictions.
  • Recordkeeping: Maintain accurate, up-to-date physical unit files, maintenance logs, inspection reports, and vendor contracts.
  • Emergency Response: Participate in an on-call rotation for facility emergencies occurring during off-hours, evenings, or weekends.
  • All other duties as assigned

 

Qualifications

Required Education & Experience

  • Education: Associate's or Bachelor's degree in Property Management, Real Estate, Business Administration, Human Services, or a related field (or equivalent combination of education and direct property management experience).
  • Property Management Experience: Minimum of 3–5 years of direct property management experience, including lease administration, rent collection, unit turnovers, and vendor oversight.
  • Supervisory Experience: Minimum of 2 year of experience directly supervising maintenance or operational staff.
  • Technical Knowledge: Demonstrated experience with Housing Quality Standards (HQS) inspections, lease agreements, and Fair Housing regulations.
  • Demonstrated understanding of Housing First, Harm Reduction, and Trauma-Informed Care approaches in a residential setting.
  • Valid Driver's License and reliable vehicle for travel between the 3 property locations.

Preferred Knowledge & Skills

  • Experience managing properties within Permanent Supportive Housing (PSH) or HUD-subsidized programs.
  • Property management certifications (e.g., Certified Property Manager (CPM), Accredited Residential Manager (ARM), or HQS Inspector Certification).
  • Bilingual (English/Spanish).
