BlueLine Property Management is seeking an experienced, compassionate, and results-driven Property Manager to lead operations at a 128-unit affordable housing community comprised of both Permanent Supportive Housing (PSH) and workforce housing apartments.

This role offers a unique opportunity to make a meaningful impact while overseeing a dynamic affordable housing property that serves residents with diverse housing needs. The Property Manager will be responsible for all aspects of property operations, financial performance, compliance, resident relations, and team leadership. In addition to supervising an Assistant Property Manager, this position works closely with onsite and community-based service providers who support resident stability, health, and housing success.

The ideal candidate combines strong affordable housing compliance knowledge with exceptional leadership, customer service, and relationship-building skills.


Position Summary

The Property Manager is responsible for the overall daily operations and performance of the community while ensuring compliance with company policies and all local, state, and federal regulations, including Fair Housing, LIHTC, landlord-tenant laws, and applicable affordable housing program requirements.

This position oversees leasing, occupancy, compliance, maintenance coordination, budgeting, resident relations, risk management, and staff development. The Property Manager serves as the primary point of contact between residents, ownership, support services partners, BlueLine leadership, and outside vendors.

Success in this role requires balancing strong business operations with a resident-centered approach that supports housing stability and community success.


Key Responsibilities


Leadership & Team Management

  • Supervise, coach, and develop the Assistant Property Manager and other onsite staff.
  • Create a positive, accountable, and inclusive workplace culture.
  • Assign responsibilities and monitor performance to ensure operational excellence.
  • Conduct training, mentoring, and performance management activities.
  • Coordinate staff scheduling and ensure adequate office coverage.
  • Support conflict resolution among staff and residents.
  • Communicate company directives and operational updates to the onsite team.
  • Foster a professional environment focused on customer service and resident success.


Affordable Housing & Compliance

  • Ensure compliance with LIHTC, affordable housing, PSH, Fair Housing, and other regulatory requirements.
  • Oversee applicant processing, income certifications, recertifications, and third-party verifications.
  • Review and approve leases, compliance documentation, and resident files.
  • Maintain accurate records and reporting requirements.
  • Monitor occupancy and waitlists while ensuring regulatory compliance.
  • Stay current on affordable housing regulations and compliance updates.


Property Operations

  • Direct all day-to-day operations of the apartment community.
  • Conduct regular property inspections to maintain cleanliness, safety, and curb appeal.
  • Coordinate maintenance activities and unit turnover timelines.
  • Ensure timely completion of service requests and preventative maintenance programs.
  • Manage vendor relationships and ensure compliance with company standards.
  • Implement and oversee emergency preparedness and response procedures.
  • Address resident concerns, complaints, and lease enforcement matters professionally and consistently.
  • Ensure property standards and company expectations are maintained at all times.


Resident Services Collaboration

  • Build strong working relationships with onsite and community-based service providers.
  • Coordinate with supportive service teams to promote housing stability and positive resident outcomes.
  • Participate in case conferencing and collaborative problem-solving as appropriate while maintaining resident confidentiality.
  • Support community-building initiatives and resident engagement programs.
  • Foster a respectful environment that supports residents from diverse backgrounds and life experiences.


Financial Management

  • Achieve occupancy, collection, and budget goals.
  • Manage expenses while maintaining quality operations and resident services.
  • Participate in annual budgeting and forecasting processes.
  • Review and approve invoices, payroll submissions, and property expenditures.
  • Monitor financial performance and implement strategies to improve net operating income.
  • Maintain company financial records and Bento accounts in accordance with policy.


Leasing, Marketing & Resident Retention

  • Develop and execute leasing and marketing strategies to maintain occupancy goals.
  • Conduct or oversee tours, application processing, move-ins, renewals, and move-outs.
  • Monitor market conditions and competitive properties.
  • Implement resident retention initiatives and community engagement programs.
  • Conduct resident surveys and follow-up activities to improve satisfaction.
  • Ensure excellent customer service for prospects and residents throughout the resident lifecycle.


Preferred Qualifications

  • Fair Housing Certification obtained within the past year.
  • LIHTC Certification.
  • 3+ years of affordable housing property management experience.
  • Experience managing Permanent Supportive Housing (PSH), affordable housing, or mixed-income communities.
  • Experience working collaboratively with social service agencies, behavioral health providers, or supportive housing programs.


Required Qualifications

  • High school diploma or equivalent required; Associate's or Bachelor's degree preferred.
  • Knowledge of affordable housing programs, Fair Housing requirements, landlord-tenant laws, and compliance regulations.
  • Demonstrated leadership and staff supervision experience, including supervision of an Assistant Property Manager or similar role.
  • Strong organizational, communication, and conflict-resolution skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Working knowledge of financial statements, operating budgets, and property performance metrics.
  • Proficiency in Microsoft Office and property management software.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Ability to work effectively with individuals from diverse socioeconomic and cultural backgrounds.
  • Valid driver's license and proof of automobile insurance.


Physical & Working Conditions

  • Ability to lift up to 25 pounds.
  • Ability to walk the property, climb stairs, and conduct unit inspections.
  • Ability to sit, stand, and operate office equipment for extended periods.
  • May occasionally work evenings, weekends, holidays, or participate in an on-call rotation.
  • Ability to perform effectively in a dynamic environment and respond to emergencies when necessary.
