We are hiring a International Workforce & Mobility Partner to design, lead, and administer Pursuit’s inbound international workforce programs.
You will own the strategy, processes, and day‑to‑day administration of our international hiring and mobility efforts. This includes working closely with Operations, Talent Acquisition, the People Team, agencies, and legal counsel to ensure our programs are compliant, efficient, and support our seasonal and longer‑term workforce needs.
Current programs include:
BridgeUSA (J‑1) and H‑2B visa programs in the United States
International Mobility Program and Temporary Foreign Worker Program (TFWP), including LMIAs, in Canada
Compensation

What You’ll Do
Program Strategy, Process Design & Admin
Build and evolve Pursuit’s international workforce and mobility strategy
Design and refine end‑to‑end processes for international hires, from posting through offboarding.
Partner with Operations and Talent Acquisition on international hiring plans (roles, timing, channels).
Own key administrative steps to keep programs and cases moving on time.
Compliance, Documentation & Case Management
Act as the primary internal contact for immigration and mobility processes.
Work with external immigration counsel to support petitions, applications, and documents for U.S. and Canadian programs (J‑1, H‑2B, IMP, TFWP/LMIAs).
Define, request, and collect required hiring documents from candidates and employees.
Maintain accurate records in HR systems (visa status, expiry dates, renewals, work authorization timelines).
Ensure compliance with immigration regulations, I‑9/E‑Verify, and internal policies.
Flag risks and propose alternative strategies when needed.
Agency, Vendor & Job Board Management
Manage international recruitment agencies, sponsors, and mobility partners.
Oversee contracts, performance, and service expectations.
Post and update roles on vendor job boards and partner platforms.
Keep employer and candidate profiles current and accurate.
Coordinate with partners on recruitment windows, hiring events, and arrivals.
Support advocacy with industry groups and legal advisors.
Cross‑Functional Enablement & Experience
Equip Talent Acquisition with clear processes, documentation needs, and timelines for international programs.
Work with Operations, People Business Partners, People Operations, and Housing to refine the hiring and arrival experience.
Provide guidance and training on program requirements and process changes.
Support program‑level budgeting for fees, travel, and employer‑paid costs.
What You Bring
5+ years in employment‑based immigration, international workforce programs, and/or global mobility.
Experience in a multi‑site and/or seasonal workforce environment is an asset.
Strong knowledge of employer‑supported work authorization in Canada and the U.S.
Direct exposure to J‑1, H‑2B, and Canadian programs such as IMP and TFWP/LMIAs.
Background either: managing programs in‑house, or working with employers from the agency/sponsor/consulting side.
Ability to handle both program‑level planning and detailed administrative tasks.
Experience working with third‑party agencies, legal counsel, and government programs.
Strong communication and stakeholder management skills.
Comfort working across cultures and time zones; willing to travel 10–20%.
Experience with Workday HCM preferred; familiarity with high‑volume hiring tools (e.g., Paradox AI) is an asset.
