NKHS is a Designated Agency contracted with the State of Vermont to provide the highest quality of service in the areas of adults with intellectual/developmental disabilities, children and youth with serious emotional disabilities, and adults with mental health and substance use challenges.  We serve the populations of Caledonia, Essex, and Orleans counties through a wide variety of targeted programs for individuals of all ages. Director, Adult Outpatient & Co-Occurring Services The Adult Outpatient & Co-Occurring Services Director provides clinical and operational leadership for adult outpatient and co‑occurring programs across Newport and St. Johnsbury. Reporting to the Adult Services Division Director, this role is responsible for day‑to‑day program operations, workforce supervision, service quality, and implementation of divisional initiatives aligned with Certified Community Behavioral Health Clinic (CCBHC) standards. Duties & Responsibilities Program Leadership and Supervision Provides clinical, administrative and billing oversight to Program Managers and the Population Health Manager, fostering strong leadership, accountability, and consistent program performance. Ensures effective communication, coordination, and collaboration across adult outpatient programs and sites. Supports managers in staffing, scheduling, productivity oversight, and coverage to meet access, safety, and service standards. Participates in recruitment, onboarding, performance evaluation, and professional development of management staff in collaboration with the Division Director and Human Resources. Is part of the Behavioral Health Leadership Team helping to collaborate across programs and implement strategy and new programs as services and the healthcare landscape evolves. Program Operations and Service Delivery Oversees daily operations of adult outpatient and co‑occurring services to ensure high‑quality, accessible, and person‑centered care. Monitors program performance, workflows, and service utilization to support timely access and continuity of services. Collaborates with clinical supervisors and managers to address operational challenges, staffing needs, and service delivery improvements. Supports implementation of new initiatives, service enhancements, and practice changes as directed by divisional leadership. CCBHC Oversight Supports implementation and ongoing adherence to CCBHC standards and requirements, including access to care, required core services, care coordination, and recovery‑oriented practices. Works closely with the Population Health Manager to support outreach, engagement, and coordination of care for identified populations. Ensures program practices align with documentation, quality, and regulatory expectations, addressing concerns proactively with managers. Quality Improvement and Clinical Support Participates in utilization review, quality improvement activities, and corrective action planning related to adult outpatient services. Uses data, reports, and outcome measures to inform program improvements and operational decisions. Assists in promoting evidence‑based and best practice models across programs in collaboration with clinical leadership. Collaboration and Systems Coordination Collaborates with internal divisions, emergency services, and community partners to support coordinated, integrated care. Represents adult outpatient programs in internal meetings, workgroups, and community collaborations as assigned by the Division Director. Supports initiatives addressing social determinants of health, engagement, and continuity of care. Clinical Coverage and Continuity May provide limited direct clinical services, consultation, or after‑hours support as needed to ensure program stability and continuity of care.   Qualifications Requires a Master’s degree in an appropriate human services field. Clinical licensure required or license‑eligible per agency and funder standards. Demonstrated experience in adult behavioral health outpatient service delivery and program operations. Minimum of 3 years of progressive leadership or supervisory experience, including direct supervision of managers or clinical staff. Working knowledge of mental health, substance use, and co‑occurring disorders, including evidence‑based and recovery‑oriented treatment models. Experience with quality improvement, documentation standards, utilization management, and regulatory compliance preferred.
