The principal function of an employee in this position is to oversee the development of engineering designs, conduct engineering design review, lead and perform project management activities, including complex, multi-phase capital improvement projects, and provide technical assistance to other Airport Authority departments. The work is performed under the direct supervision of the Chief Development Officer but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other employees of the Airport Authority, other governmental agencies, contractors and the public. The principal duties of this class are performed in a general office environment or project sites on the airport.

Essential Job Functions:
Principal functions of an employee in this position include:
- Develops concepts, designs, plans and budgets for various projects undertaken by the Des Moines Airport Authority;
- Acts as resident engineer for a wide variety of public improvements on the airport, including airfield improvements, facility buildings and/or remodels, security projects, lighting, parking garages, roadway projects, parking lots and related work;
- Acts as lead engineer and/or project manager for design and contract administration for a wide variety of complex projects;
Supervises and directs the work of engineering firms and contractors; - Complies with requirements that are mandated for the use of state and federal funds;
- Coordinates and tracks designs and contractual requirements between the engineering department and governmental agencies;
- Research proposed projects and develops preliminary plans and cost estimates with Consulting firms so budgets can be established;
- Resolves construction conflicts and technical issues, internally and in coordination with Consulting firms;
- Reviews procedures to assure state, federal and local requirements are met;
- Analyzes reports, maps, drawings, blueprints, tests and other information to coordinate the planning and design of projects with Consulting firms;
- Coordinates the preparation and reviews site plans, working drawings, specifications and cost estimates for project development;
- Reviews consultant plans, specifications and estimates, departmental design plans, road, storm drainage, sewer, gas, electrical and water supply plans for Airport projects;
- Coordinates with contractors, consulting engineers, consulting surveyors, Authority Having Jurisdiction (AHJ) inspectors, utility representatives and other officials to gather and disseminate information and maintain records necessary to satisfy public improvement requirements;
- Coordinates assembly of information from Airport departments, contractors, contracted surveyors, other engineering firms, technical bulletins and other sources to assist in creation of plans and special provisions for public improvements with consulting firms;
- Administers public works contracts, including scheduling and holding pre-construction conferences, coordinating relocation of utilities, and furnishing data;
- Generates correspondence and maintains files of public improvements from capital improvements cost estimates through contract close-out and as-built drawings;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
- Preparation of responses to citizens' questions and comments in a courteous and timely manner;
- Communicates and coordinates regularly with appropriate personnel to maximize the effectiveness and efficiency of interdepartmental operations and activities;
- Qualify and quantify bids meeting state code at time of bid openings;
- Manage compliance of contractual responsibilities, contract documents, and provide dispute resolution and risk management;
- Manage all contract and change order costs, including negotiating, processing and assessing impacts;
- Coordinate the management of shop drawings, request for information (RFI's), addendums, architectural supplemental instructions, plan changes, etc. with consulting firm;
- Evaluate value engineering (VE) proposals and constructability reviews specific to each project;
- Ability to development and/or design of plans, specifications, estimate and bidding documents on smaller projects from conception to construction completion.Performs other directly related duties consistent with the role and function of the classification.

Required Knowledge, Skills and Abilities:
- Thorough knowledge of civil engineering principles, practices and techniques;
- Thorough knowledge of the principles and practices of engineering design;
- Thorough knowledge of engineering drafting standards, symbols and design methods;
- Thorough knowledge of construction methods, materials and equipment;
- Experience with scheduling software and project management tools;
- Strong documentation, organization, and effective verbal and written communication skills
Acceptable Experience, Training and Other Qualifications:
- Graduation from an accredited college or university with a Bachelor's Degree in Engineering (Construction Science, Engineering, Civil or Architecture) or related field; and
- Substantial experience as a licensed Professional Engineer (PE) in engineering design and construction contract management relative to area of expertise; and
- Substantial experience in project management and facilitation of public engagement initiatives; and
- Some experience directly supervising engineering staff or indirectly as project manager.

License or Other Requirements
路 Successful post-employment physical and drug test;
路 Successful background investigation to obtain unescorted airport identification/access privileges;
路 Possession of a valid state of Iowa vehicle operator's license.
路 Professional Engineer's License not required, but preferred.
路 Prior Airport experience, knowledge of FAA Design Standards preferred.
