State Director

RHD – IDD Services (Community-Based Programming)

About the Role
The State Director is responsible for the development, implementation, and quality oversight of state‑level IDD services. This senior leadership role directs operations on behalf of the organization, ensuring program excellence, regulatory compliance, staff development, and sustainable growth across multiple service lines and funding sources. The State Director functions as the administrator of assigned programs and provides strategic leadership to enhance outcomes for individuals served and staff.
Responsibilities
- Provide strategic and operational leadership for IDD programs across CT and MA
- Ensure services comply with all federal, state, licensing, and accreditation requirements
- Oversee clinical, administrative, and residential operations
- Supervise and develop management and leadership staff
- Monitor program outcomes, occupancy rates, productivity, and quality benchmarks
- Ensure accurate and timely documentation within the Electronic Health Record (EHR)
- Promote person‑centered, ethical, and strength‑based service delivery
- Support investigations, corrective actions, and continuous quality improvement efforts
- Collaborate with internal departments (HR, IT, Finance, Talent Acquisition, etc.)
- Develop and expand services across multiple funding sources
- Maintain oversight of facilities, safety, staffing coverage, and resource utilization
Requirements
- Minimum of 7 years experience providing residential and/or supportive services to adults with intellectual/developmental disabilities and/or mental health needs
- Minimum of 3 years supervisory or management experience
- Valid driver’s license with acceptable motor vehicle record
- Successful background investigation
- Ability to work independently with minimal supervision
- Ability to meet physical and travel requirements of the role
Additional Qualifications
- Master’s degree in rehabilitation, mental health, or human services preferred
- Strong leadership, problem‑solving, and decision‑making skills
- Excellent written and verbal communication skills
- Strong documentation and organizational skills
- Demonstrated ethical judgment and professionalism
- Ability to manage complexity, change, and multi‑site operations
