About the team and the role:
The U.S. & Global Immigration Program Manager supports the build, governance, and delivery of eBay’s U.S. and global immigration programs, working in close partnership with the Director, Global Mobility. This role is responsible for ensuring immigration programs are compliant, scalable, and aligned with eBay’s workforce needs, while delivering a positive employee experience!

Reporting to the Director, Global Mobility, this role sits within the Total Rewards organization on the People Team and partners closely with Talent Acquisition, People Experience, Employment Legal, People Business Partners, and our external immigration provider. The role operates at both strategic and operational levels, contributing expertise, insights, and recommendations that advise overall immigration and mobility strategy.
What you will accomplish:
- Manage day-to-day operations of eBay’s U.S. and global immigration programs, demonstrating end-to-end ownership and accountability for program execution and outcomes.
- Maintain immigration policies and guidelines to ensure compliance, consistency, and alignment with industry standards and an employee-centric experience.
- Proactively identify program gaps, scaling needs, and opportunities for continuous improvement in a rapidly evolving regulatory landscape.
- Partner with the Director, Global Mobility to translate strategic priorities into effective program build, policies, and processes.
- Monitor immigration regulations in the U.S. and internationally. Operate with agility in a dynamic environment. Proactively identify risks, anticipate regulatory shifts, and adapt processes to mitigate risk and ensure business continuity.
- Support compliance activities, including audit readiness, documentation standards, and issue resolution.
- Serve as a subject matter expert and main contact for complex immigration matters, resolving customer concerns in partnership with internal collaborators and external counsel as needed.
- Manage the global immigration vendor relationship, including service delivery, issue resolution, and performance monitoring.
- Leverage data, reporting tools, and key program metrics to generate actionable insights that inform decision-making, support workforce planning, and drive process improvements, automation, and program scalability.
- Develop and maintain dashboards and executive-level reporting on immigration program metrics, trends, risks, and outcomes.
- Drive scalable solutions that enable the immigration program to effectively support business growth and evolving talent strategies.
- Partner with Talent Acquisition and People Experience to support hiring and onboarding of candidates requiring visa sponsorship or work authorization support.
- Provide guidance and informal oversight to Global Mobility team members supporting immigration processes to ensure consistency, quality, and alignment.
- Support immigration-related activities for M&A, workforce expansion, and other cross-functional initiatives as needed.
What you will bring:
- 6–8+ years of progressive experience in U.S. and global immigration program management within a multinational organization, consulting firm, or global mobility provider.
- Strong understanding of U.S. immigration and familiarity with global immigration practices and frameworks.
- Experience managing service providers in a complex, fast-paced environment.
- Demonstrated ability to analyze complex information and provide practical, compliant recommendations.
- Strong consulting, communication, and stakeholder management skills, with the ability to influence without direct authority.
- Demonstrated proactive mindset with a strong sense of ownership and accountability for results.
- Experience using data, dashboards, or reporting tools to drive insights, measure impact, and scale programs effectively.
- Comfortable operating in ambiguity and balancing competing priorities.
- Ability to adapt quickly and operate with agility in a rapidly changing regulatory and business environment.
- High level of professionalism, integrity, and discretion.
- Ability to work effectively at both operational and program levels.
Additional Details
The base pay range for this position is expected in the range below:
$86,800 - $150,100Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
