Are you an experienced facilities or construction professional who enjoys leading complex projects and seeing them come to life from concept to completion? This role offers the opportunity to oversee impactful architectural, engineering, and capital improvement projects that support the operation and growth of County facilities. What You’ll Do
• Supervise the planning, scheduling, and implementation of architectural, engineering, interior, and capital improvement projects across multiple County facilities.
• Oversee the development of project designs, specifications, and construction documents while aligning project scope with budget requirements.
• Coordinate with architects, engineers, contractors, trades, and other professionals to ensure projects are completed efficiently and according to plan.
• Submit design and construction documents for competitive bidding, evaluate proposals, and recommend contract awards.
• Conduct site observations and monitor construction activities to ensure quality work and adherence to project specifications.
• Supervise the daily operation of CAD-related hardware and software used for design and facility planning.
• Ensure County buildings comply with ADA requirements, ICC A117.1 standards, and all applicable local, state, and federal codes.
• Maintain and oversee updates to facilities management and space management databases for the County Service Center Complex.
• Participate in developing and managing budgets for capital improvement and special projects.
• Prepare and deliver presentations on capital improvement initiatives to Board of Commissioners committees.
• Analyze operational needs and financial benefits when establishing or modifying contracts for goods and services.

Minimum Qualifications

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES

REQUIRED MINIMUM QUALIFICATIONS

Possess a master’s degree from an accredited college or university with a major in architecture, engineering, construction management, or related field of study.


Have had at least seven (7) years of full-time work experience in architecture, engineering; construction management or related field;

OR

Be registered as a professional architect of engineer in an appropriate discipline by the Michigan State Board of Architects or Engineers.


Have had at least seven (7) years of full-time work experience in architecture, engineering; construction management or related field;

OR
Possess a Bachelor’s degree from an accredited college or university with a major in architecture, engineering, construction management, or related field of study.


Possess a Project Management Professional (PMP) certification.


Have had at least seven (7) years of full-time work experience in architecture, engineering; construction management or related field.

           

SPECIAL REQUIREMENTS

Must maintain a valid motor vehicle operator's or chauffeur's license.

SUPERVISION EXERCISED

Functions as a supervisor over professional and technical staff. Instructs, trains, assigns, schedules, and audits work for compliance and quality; appraises performance; and recommends employees for pay increases or promotion. Effectively recommends hiring, disciplinary actions, and discharge.

ESSENTIAL JOB FUNCTIONS

Prioritizes and organizes projects and delegates/assigns projects to staff. Monitors assigned projects for adherence to scope, drawings, specifications, schedule, budget, and applicable codes and guidelines. Intervenes if difficulties arise or departmental priorities change.

Creates designs, documents, and specifications and develops budgets for assigned interior design/renovation and capital improvement projects, following architectural and interior design industry standards and practices. Ensures all building, fire, accessibility, and life safety codes and requirements are adhered to. Analyzes work functions, workflow, and intra-office job relationships to develop effective interior space layouts and improvements and conducts meetings with client department groups to confirm goals and project intent.

Schedules various professionals, trades, and job functions for each project and analyzes/audits projects to ensure adherence to scope, drawings, specifications, budgets, and schedules. Works with internal County staff, maintenance staff, and supervisors, as well as external professionals, contractors, vendors, and suppliers to coordinate overall project/work performance and schedules.

As required by project assignments—including scope development, budget development, schedule development, or facilities planning—meets with elected officials, directors, and managers to identify solutions to complex departmental and multi-departmental facilities needs.

Schedules and monitors projects with maintenance supervisors to ensure work is completed according to project priority and the availability of maintenance personnel.

Submits design documents to Purchasing for bidding, conducts pre-bid meetings, suggests possible bidders, evaluates bids, and recommends contract awards. Oversees change orders during the course of the project.

Responsible for coordinating Oakland County's facility compliance with the federally mandated Americans with Disabilities Act and state-adopted ICC A117.1. Coordinates and supervises evaluation and transition plan programs for County facilities. Directs staff in implementing prescribed alterations and approves designs, documents, and specifications. Maintains current knowledge of changes and trends in laws and codes related to accessibility. Responds to concerns from employees and the public and develops solutions accordingly.

Develops preliminary cost analyses for proposed capital and special projects for possible inclusion in future budgets.

Develops and delivers presentations concerning projects to various legislative committees.

Determines the need to establish short-term or annual contracts for various goods and services, or to make changes to existing annual contracts. Develops scopes of work and contract content, researches vendors, and analyzes financial benefits.

Utilizes current countywide and/or department-specific software to complete assignments.

ADDITIONAL DUTIES AND RESPONSIBILITIES

Responsible for overseeing the ongoing updates to Facilities Management library/archives containing as-built, historic, and facilities infrastructure record drawings for construction projects and utility infrastructure drawings for the entire Service Center Complex.  Also researches methods for continual improvement of the system.

Supervises the ongoing updates to space management database of graphical and non-graphical information pertaining to the allocation and assignment of floor space to County departments and divisions.  Researches development methods for continual improvement of the system.

Supervises the ongoing updates to asset management database of the County’s building system and components.  Research development methods for continual improvement of the system.

ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS

WORKING CONDITIONS

Work is carried out in a typical office environment.

May be required to travel to other locations during the course of work.

ADDITIONAL DESIRABLE QUALIFICATIONS

1.    Considerable knowledge of the general techniques, procedures and processes of building design/engineering, codes, construction and maintenance, and the basic design of fixtures and equipment common to institutional buildings.

2.    Considerable ability to estimate building materials costs, labor costs, market trending and write work specifications.

3.    Considerable ability to estimate and coordinate the project work hours, techniques, tools, materials, and equipment required to perform a wide variety of skilled craft jobs.

4.    Considerable ability to work under pressure during emergencies.

5.    Considerable knowledge and ability in computer aided drafting/design techniques, procedures, and processes.

6.    Considerable knowledge of and ability to utilize current CAD, word processing, spreadsheet, database, e-mail, and internet software.

7.    Considerable ability to communicate verbally and in writing.

8.    Ability to exercise professional judgment and initiative in analyzing problems and recommending solutions.
