The Role: Nightwing Estimating & Pricing has an exciting opportunity for a Proposal Pricing Analyst. This is an individual contributor role with high visibility, leading the development of strategic cost proposals. The ideal candidate will have a successful track record of winning new and follow-on business in the DoD / Intelligence Government space, excellent Excel skills, and can operate efficiently in a dynamic proposal team environment.

Job Duties and Expectations:

  • Develops and Implements Cost Strategy, including shaping of RFP requirements, forming questions to customers, engaging in customer meetings, negotiation with suppliers, and guiding estimators to align with cost targets meeting the PTW
  • Understands and follows CAS Disclosure Statements, rate structures, Cost Estimating Manual, and proposal processes
  • Creates accurate cost reports and complies with the FAR/DFARS and RFP requirements and internal policies as related to development of cost estimates, reports, and Gate packages
  • Supports the development of the Business Case and investment requests
  • Full ownership of the Cost Volume deliverables, from Cost Kickoff to program award
  • Proactive and responsive communication with proposal teams and up the E&P chain as issues arise
  • Skilled use of pricing tools, such as Microsoft Excel, Power Queary, BI
  • Periodic support (development/independent review) of sole source proposals as needed to balance E&P team workload
  • Provides thorough and strategic Color Team reviews for proposals lead by other team members

Required Skills:

  • Must have a minimum 8 years of experience in a related field with a BA/BS degree OR 6 years of experience with an Advanced Degree in a related field.
  • Must be willing to work onsite in order to perform job duties.
  • Knowledge of, and experience with, various types of contracts (e.g. Cost Reimbursement, FFP, T&M, IDIQ, service models, etc.)
  • Leadership skills to include strategic thinking, customer focus, performance and results orientation, innovation and influential communication.
  • Demonstrated ability to effectively prioritize actions in a fast-paced environment.
  • Proven record of responsiveness with strong time management and organization skills.
  • Thorough understanding of cost structures, material estimates, development costs, performance requirements, schedules, and supplier terms.
  • Understanding of competitive procurements and ability to support the development and preparation of high quality, complex proposals
  • Strong knowledge of FAR/DFAR regulations and ability to apply them appropriately to work products
