Key Responsibilities

Project Leadership & Contract Administration

  • Serve as the primary point of contact for project execution and contract administration.
  • Manage all aspects of contract compliance, including federal regulations, specifications, and reporting requirements.
  • Lead project kick off, planning, execution, monitoring, and closeout activities.
  • Maintain effective communication with Contracting Officers (KO), Contracting Officer Representatives (COR), government stakeholders, and project team members.
  • Manage project correspondence, submittals, RFIs, change orders, and contract modifications.


Cost Management

  • Develop and maintain project budgets, forecasts, cost reports, and cash flow projections.
  • Monitor project costs and productivity to ensure financial objectives are met.
  • Negotiate and manage subcontract agreements and purchase orders.
  • Review and approve subcontractor invoices, pay applications, and change requests.
  • Identify and implement cost-saving opportunities while maintaining contract compliance.


Schedule Management

  • Develop, maintain, and oversee project schedules utilizing CPM scheduling principles.
  • Monitor project progress and implement recovery plans when necessary.
  • Coordinate procurement activities and long-lead material deliveries.
  • Ensure subcontractors perform work in accordance with approved schedules and milestones.


Subcontractor and Procurement Management

  • Lead subcontractor procurement, buyout, and contract negotiations.
  • Coordinate and manage subcontractor performance, staffing, and compliance requirements.
  • Ensure subcontractors fulfill all contractual, safety, quality, and schedule obligations.
  • Resolve performance issues and facilitate coordination among trades.


Quality Control & Compliance

  • Support implementation of the project Quality Control Program.
  • Coordinate closely with Quality Control Managers to ensure compliance with project requirements.
  • Monitor project documentation, inspections, testing, and turnover requirements.
  • Ensure corrective actions are implemented for non-conforming work.


Safety Management

  • Promote a proactive safety culture and ensure integration of safety into all project activities.
  • Support the Site Safety and Health Officer (SSHO) and enforcement of project safety plans.
  • Participate in incident investigations and implementation of corrective actions.
  • Ensure compliance with OSHA, EM 385-1-1, and agency-specific safety requirements.


Client Relations

  • Develop and maintain strong relationships with federal agencies, government representatives, consultants, and stakeholders.
  • Conduct progress meetings and provide regular status reporting.
  • Address project concerns promptly and professionally to ensure client satisfaction.
  • Represent the company in meetings, negotiations, and project reviews.


Qualifications

  • Bachelor’s degree in Construction Management, Engineering, or related field (preferred).
  • Minimum 5-10 years of experience managing federal construction projects.
  • Strong knowledge of FAR, DFARS, federal procurement, and government construction practices.
  • Experience with USACE, VA, NAVFAC, GSA, or other federal agencies preferred.
  • Proficiency in project scheduling software, project management systems, and cost control processes.
  • Excellent leadership, communication, and negotiation skills.
