Summary: Under the supervision of the Controller, the Senior Accountant assists in the directing, planning, coordination and administration of the Department of Finance. The Senior Accountant assists with overseeing the daily operations of the municipal finance offices, including purchasing, accounting, finance, tax collection, treasury and fixed assets.


General Responsibilities: The following serve as examples of the responsibilities of the position and is not intended to be a comprehensive and limited list.

  • Assists in the day-to-day management of the Department of Finance including reporting, auditing, budgeting, forecasting, cash flow, debt service, invoicing, accounts payable, accounts receivable, purchasing, bank reconciliations, fixed assets, and grants.
  • Ensures compliance with municipal ordinances, procurement regulations, state and federal laws, and GASB reporting standards.
  • Prepares and maintains monthly, quarterly, and annual reports for accurate financial monitoring and ledger maintenance.
  • Provides training, guidance, and support to finance staff and collaborates with other municipal departments on financial processes.
  • Reviews, analyzes, and reconciles financial statements and accounts; investigates discrepancies and reports findings to the Controller.
  • Coordinates and manages accounting and reporting for federal, state, and private grants, including compliance tracking, documentation, and reimbursement submissions.
  • Oversee fixed asset accounting in accordance with current GASB requirements.
  • Responsible for processing debt service schedules and payments.
  • Supports treasury and cash management functions, including cash flow analysis.
  • Assists with audit preparation, including compiling schedules, responding to auditor inquiries, and supporting the annual external audit.
  • Supports development and execution of the annual operating and capital budgets, including interdepartmental coordination and data validation.
  • Assists with special projects.
  • Performs related duties as assigned.

Preferred Knowledge, Skills, and Abilities:

  • Thorough knowledge of governmental accounting (GASB), municipal budgeting practices, and public-sector financial administration.
  • Experience with municipal audits, financial reporting, grant management, and procurement regulations.
  • Strong verbal and written communication skills and the ability to collaborate effectively with staff and other departments.
  • Demonstrated ability to train and support employees in a team-based environment.
  • Ability to manage multiple priorities, meet deadlines, and contribute to a culture of accountability, transparency, and continuous improvement.
  • Experience in financial software implementation, workflow automation, or internal control enhancement.
  • Advanced knowledge and experience using Microsoft Excel for financial analysis and summarization.

Minimum Qualifications:

  • Bachelor’s degree in accounting, finance, or a related field.
  • Minimum of five (5) years of progressively responsible administrative experience in a financial or municipal environment.
