Description

Job Summary:   

We are seeking an experienced ATC Contract Manager to oversee all contract matters related to air traffic control services at Fort Bliss. This key position ensures compliance with Army regulations, operational efficiency, and high standards of safety. The role may be combined with the ATC Facility Chief but is not dedicated to control positions except for maintaining currency.   


Key Responsibilities:   

  • Act as the primary point of contact with full authority on behalf of the contractor for daily contract operations.   
  • Ensure ATC systems are operationally acceptable.   
  • Oversee the collection and safeguarding of data on aircraft mishaps, emergencies, or violations.   
  • Maintain currency of assigned ATC personnel in facilities.   
  • Ensure facilities conduct ATC/AIC training and rating programs per prescribed regulations.   
  • Be physically present on-site during normal duty hours (0800-1700, Monday-Friday, excluding Federal Holidays).   
  • Attend daily 0800 synchronization meetings to brief government on missions, exercises, and ATC safety issues.   
  • Provide phone availability during non-duty hours (evenings, holidays, weekends) for government meetings.   
  • Submit and maintain a Standby List for emergency call-ins, ensuring ATC facilities are operational within two hours of notification.   
  • Designate an alternate Contract Manager in writing within 5 days of performance start.   

Requirements

 

Qualifications and Requirements:  

  • Minimum 12 years of Army ATC and AIC operational experience controlling aircraft at Army locations.   
  • At least 8 years of managerial/supervisory experience in Army ATC/AIC operations.   
  • Hold a facility rating (not dedicated to control positions unless for currency or leave replacement after exhausting other methods).   
  • Must be located at Fort Bliss.   
  • Ability to obtain and maintain Secret Clearance.   
  • Compliance with all federal, state, Army, and installation regulations, including safety and security protocols.   
  • MUST BE A US CITIZEN

We anticipate the award decision by Q2/Q3 of 2026. Selected candidates will be notified accordingly. No relocation assistance is available at this time.
