About the Role:

The Substation Utility Manager would be focused on managing a group of engineers responsible for executing projects in the substation utility sphere, as well as coordinating resources and expertise with Renewables and Design Managers to successfully complete projects across the full portfolio of Halker projects.


Essential Duties and Responsibilities:

  • Overall responsibility for coordination of all technical activities on assigned projects.
  • Meet with clients to develop new business and maintain existing business relationships.
  • Responsible for ensuring that all assigned personnel are coordinating their activities with other project participants and that the requirements of the project are being satisfied.
  • Monitor work for compliance to applicable codes and accepted engineering practices.
  • Provide overall leadership for the substation engineering function by setting clear expectations, priorities, and performance standards. Establish accountability for project execution, safety, quality, schedules, and budgets while aligning team efforts with organizational and regulatory objectives.
  • Review and approve engineering deliverables to ensure compliance with industry standards, utility practices, safety requirements, and regulatory codes.
  • Lead, mentor, and develop a team of engineers by fostering a collaborative and high-performing work environment.
  • Plan, allocate, and manage engineering resources across projects and operational needs to ensure efficient workload balance and timely delivery.
  • Ensure adherence to established engineering processes, utility standards, safety procedures, and quality management systems.
  • Serve as a Subject Matter Expert in one or more of the following areas:
    • Substation Physical Design - Support and guide substation physical design efforts, including overall layout, equipment arrangements, grounding systems, raceway design, and coordination of construction drawings, specifications, and field support activities.
    • Protection and Controls - Support and guide protection and control systems design efforts, including protection schemes, relay selection and settings, panel and control house design, wiring and schematics, testing and commissioning support, and coordination with operations and SCADA systems.
    • Comms/SCADA - Support and guide communications and SCADA design, integration, and commissioning of communications and SCADA systems, including RTUs/PLCs, network architectures, protocols, point lists, and troubleshooting, while coordinating with utility operations, IT, and field teams.

Preferred Qualifications:

  • Bachelor’s degree required, preferably in Electrical Engineering or similar discipline.
  • 10+ years of experience in Substation or Power Distribution space.
  • Working knowledge of substation configurations, system protection, power system analysis, renewable generation, utility interconnections, renewable project development.
  • Familiarity with SCADA systems and communication protocols.
  • Professional Engineer License highly preferred.
  • Willingness to travel (10-30% of time) for client visits and project site evaluations.
