Job DetailsJob Location: Fairfield, CA 94534Position Type: Full TimeSalary Range: $155,000.00 - $155,000.00 Salary/yearJob Summary: The Vice President of Property Operations is responsible for managing all operations for which the Company has Management Agreements, all on-site employees, and enforcing all Company policies, procedures, and internal operations, with the overall objective of meeting the expectations of each Client, based on the respective operating budget and management agreement.   Duties/Responsibilities: Organizing the operational structure, defining, implementing, and optimizing operational procedures and guidelines in the organization. Oversees budgets and guides leadership in effectively achieving occupancy and financial revenue, operating expense, NOI, and other related goals. Ensures compliance with company policies and adherence to procedures through professional, respectful, and productive visits, including communication with staff and residents, record reviews, and visual inspection. Oversees notification to Owner of capital projects as determined by and approved by property Owner, planning projects in accordance with approved guidelines and ensuring that the expenditures meet capital budgets and completion timeframes. Oversees the operating performance and compliance with the Company’s property management procedures and policies by inspecting properties, reviewing financial pricing models, and marketing plan(s), conducting operational and financial audits, and developing corrective action plans as necessary to achieve stated goals and objectives. Supervises staffing and talent acquisition, and manages team members by interviewing, hiring, and overseeing their performance in accordance with Company policies, values, and business practices. Researches and develops potential new management opportunities by identifying and meeting with potential clients, developing and making financial proposals, and following up through the close of transactions and takeovers. Ensures compliance with LIHTC, HUD, HCD, and other agency regulations. Manages client and customer satisfaction by maintaining frequent communication, providing reports and information on the performance and progress of the portfolio, responding quickly and with urgency to questions, requests, and concerns, and seeking and acting on client feedback for improving overall service. Stays abreast of market and economic conditions within the assigned portfolio and markets, and communicates emerging trends and opportunities. Leads and participates in process improvement initiatives by identifying opportunities for enhancing business performance, and leading specific project teams in developing and implementing new programs, policies, procedures, and practices. Prepares/participates in the preparation of financial and administrative reports; analyzes and interprets statistical, financial, and management planning data for decision-making and strategic planning. Maintains knowledge of all company practices and policies in order to provide guidance and direction to staff to ensure compliance. Collaborates with Asset Manager/CHOC Organization to ensure financial performance and physical maintenance are operating at peak performance Develops and implements the company's strategic goals, business plans, Key Performance Indicators, metrics, and objectives, actively seeking new external lines of revenue and third-party contracts Assists with identifying new opportunities for affordable housing projects, partnerships, and acquisitions. Stays up to date with federal, state, and local regulations pertaining to affordable housing programs, State housing laws and regulations, and ensures the managed property’s and company's compliance.   Required Skills/Abilities: 7+ years building and managing high-performing teams. Demonstrated ability to supervise and direct professional and administrative personnel. Ability to market aggressively and deal tactfully with customers and the community. Knowledge of corporate business management. Financial operating statements analytical acumen. Demonstrates excellent communication, negotiation, and public relations skills. Demonstrates autonomy, organization, assertiveness, flexibility, and cooperation in performing job responsibilities. Knowledge of and experience with Federal Low-Income Housing Tax Credit (LIHTC), Section 8, HUD, and CA State HCD development programs and applicable compliance responsibilities. Demonstrable facility with business software, including RentCafe, YARDI, and others Remain calm under pressure, making sound and logical decisions quickly. Be a clear thinker, analyze and resolve problems, exercising good judgment. Focus attention on details.   MINIMUM QUALIFICATIONS: Minimum 7 years’ experience in multi-family property management. Minimum 4 years' HUD experience required Minimum 4 years' LIHTC experience required Minimum 1-2 years of Regional Manager Experience required Working knowledge of Yardi or other property management software. Must have reliable transportation, maintain auto insurance, and have a valid driver’s license. Bachelor’s degree in business, Real Estate, or related field; required.   PREFERRED QUALIFICATIONS: California Salesperson Real Estate license (or must be able to obtain within 12 months of start date) Ability to communicate in a second language, preferably Spanish. CPM (Certified Property Manager) and NAHP-e designation preferred. Knowledge of various computerized payroll and scheduling systems.   Physical Requirements and Working Environment: Primarily office-based role with extensive computer and financial modeling work. Frequent collaboration through meetings, presentations, and virtual platforms. Occasional standing, walking, and travel for site visits, conferences, and partner meetings. Must communicate effectively in person and in writing. Travel within California and occasionally may include overnight stays. Reasonable accommodations available under applicable law. Ability to stand and work with hands and arms for at least eight (8) hours per day and five (5) days per week. Interpret and follow a variety of instructions and procedures furnished in English - written, oral, diagram, or schedule form. Work under pressure with changing, ambiguous priorities. Communicate effectively and promptly to coworkers. Auditory and visual skills – Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Ability to work overtime occasionally at the last minute. Continuous physical activity includes frequent walking, standing, twisting, sitting, bending, lifting, reaching, stooping, crawling, wiping, climbing, and occasionally pushing and pulling items weighing fifty pounds for distances of up to 20 ft.
