Federally Facilitated Exchange (FFE) oversight programs ensure the federal health insurance marketplace (HealthCare.gov) runs properly and follows the Affordable Care Act. Oversight activities can involve the following: Â
- Analyzing data and conducting audits to maintain marketplace integrity; identifying any problems—technical, regulatory, or accuracy‑related.
- Enforcing agent and broker activities such as registration, licensing, and consumer enrollment.
- Reviewing and responding to agent and broker inquiries to guide compliance actions.
- Assessing Enhanced Direct Enrollment (EDE) entities’ compliance with program requirements.Â
Role:
We are seeking an experienced Project Manager to lead and coordinate key operational, compliance, audit, and oversight activities that support the FFE. This position plays a critical role in supporting the Centers for Medicare & Medicaid Services (CMS) and the Center for Consumer Information and Insurance Oversight (CCIIO) by ensuring smooth execution of project tasks, timely delivery of requirements, and consistent alignment with federal policies and technical standards.
The ideal candidate is organized, detail‑oriented, skilled in managing complex workstreams, and comfortable working in a fast‑paced environment with federal stakeholders.Â
Responsibilities:Â
- Lead planning, execution, and monitoring of all project tasks supporting FFE oversight, agent/broker oversight, and Direct Enrollment (DE/EDE) programs.
- Develop and maintain the Project Management Plan, schedules, milestones, deliverable tracking, and reporting tools.
- Facilitate weekly progress meetings and monthly status meetings; prepare agendas, meeting materials, meeting minutes, and required reports.
- Maintain and update the Issues Grid and Action Items Log, ensuring timely resolution of issues and coordination with CMS teams.
- Oversee deliverable submissions—including documentation, SOPs, training materials, audit artifacts, and compliance materials—and ensure they meet CMS quality, clarity, and formatting standards.
- Collaborate with CMS, state regulators, Account Managers, and other internal/external stakeholders to support oversight coordination and communication.
- Support audit activities by coordinating documentation reviews, audit schedules, quality checks, and work products for DE/EDE and issuer oversight.
- Ensure project operations comply with federal information security, privacy, and data protection requirements.
- Assist with onboarding, transition‑in, and transition‑out activities to ensure continuity of operations.Â
Requirements:Â
- Thorough knowledge of and at least 7 years of experience supervising and managing multi-disciplined work teams. In-depth experience and knowledge of insurance markets, Exchanges, and the development and implementation of oversight programs, primarily in a federal setting;Â
- Familiarity with qualified health plan (QHP) data and information systems; Â
- Ability to perform short in-depth studies and analyses, as well as provide CCIIO with ongoing advice and counsel based upon results of the initial analyses, market and industry experience, and the requirements that will arise as the exchanges change; Â
- Experience: Project management experience with government and/or private sector entities focused on the processing of statement of work-related items over an extended period of time.Â
- A Master’s degree or equivalent combination of education and experience. Â
