The Technology & Finance Leader will be the driving force behind disciplined cost management across the enterprise IT organization. Reporting to Senior Director of Business Management Corporate Operations, this role will partner with technology leaders to identify, quantify, and realize cost‑saving opportunities while strategically redeploying freed capital into future‑focused technologies and the reduction of technical debt. The leader will design and implement robust financial and operational metrics, establish transparent cost‑allocation methodologies, and embed a culture of continuous cost optimization throughout the IT function and broader Corporate office.
Key Responsibilities
- Strategic Cost Optimization
- Develop and execute a multi‑year IT cost‑reduction roadmap aligned with corporate and CIDO financial targets.
- Identify high‑impact cost‑saving initiatives (e.g., cloud spend, vendor contracts, licensing, data‑center consolidation) and prioritize based on ROI and risk.
- Partner with CIDO, CFO, and technology domain leaders to translate cost‑optimization concepts into actionable technology solutions.
- Metrics & Measurement
- Define a comprehensive set of financial and operational KPIs (e.g., cost‑per‑transaction, unit cost, savings realization rate, budget variance) and implement automated reporting dashboards.
- Establish a continuous‑monitoring framework to capture realized savings, track cost trends, and forecast future spend.
- Cost Allocation & Chargeback
- Work with the CIDO Director of Business Management to deploy transparent cost‑allocation models that accurately reflect consumption and drive responsible consumption behavior.
- Work with Finance and Business Management teams to embed allocation data into budgeting, forecasting, and performance management cycles.
- Stakeholder Collaboration
- Serve as the primary liaison between CIDO leaders, Finance, and Business Management to facilitate data‑driven decision‑making.
- Technology & Technical Debt Management
- Assess the financial impact of technical debt and legacy systems; develop remediation plans that balance cost reduction with strategic innovation.
- Advise on investment allocation for emerging technologies (AI/ML, automation, edge computing) based on cost‑benefit analyses.
- Reporting & Communication
- Prepare executive‑level presentations, financial models, and business cases for cost‑optimization initiatives.
- Maintain a transparent repository of cost‑saving initiatives, assumptions, and outcomes accessible to senior leadership.
Basic Requirements:
- MBA, as well as BS Degree in a STEM related field (Computer Science, e.g.) and a minimum of 15 years of financial and IT leadership experience.
- Management experience and skills, or other comparable leadership positions, to include management of offsite and matrixed personnel, and employee development.
- 25% travel is required
- US Citizenship and the ability to obtain a DoD clearance in a reasonable amount of time following hire.
- Prior experience managing a portfolio of diverse and complex IT projects.
