Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Operations Security (OPSEC)Subject Matter Expert / Planner with a TS/SCI security clearance to support KITS and our government customer in Falls Church, VA.

We are seeking a highly experienced Operations Security (OPSEC) Subject Matter Expert to protect critical operational data and capabilities from near-peer adversarial intelligence collection. In an era of Great Power Competition, managing our operational footprint is as critical as kinetic targeting.

 

You will integrate directly into Joint Planning Teams (OPTs), working seamlessly alongside Information Operations (IO), Cyber and Decision Support Planners and technologists and scientists to deny adversaries the Essential Elements of Friendly Information (EEFI). The ideal candidate understands the multi-INT collection capabilities of state adversaries and advanced persistent threats and can design countermeasures that protect RDT&E,, program managers and upstream critical technologies while enabling strategic and technological surprise.

 

Key Responsibilities:

Operational Integration:

  • Serve as the primary OPSEC planner within the planning process. Integrate OPSEC measures into all phases of planning.

CIL & EEFI Management:

  • Develop, maintain, and continuously update the Critical Information List (CIL) and Essential Elements of Friendly Information (EEFI) based on evolving mission parameters and threat profiles.

Vulnerability Assessments:

  •  Plan and execute comprehensive OPSEC assessments, surveys, and Red Team reviews of programatics, road maps andarchitectures to identify operational vulnerabilities.
  • IO:Work together with Information Operations planners. Ensure OPSEC measures support broader IO objectives, particularly by protecting the "truth" to enable successful strategic disclosure campaigns.

Threat Analysis:

  • Collaborate with All-Source and CI (Counterintelligence) analysts to track how competitors and adversaries are actively targeting DoD supply chains, personnel, and RDT&E.

 

Basic Qualifications

Clearance:

  •  Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance. After hire, must be assessed for SAPs access.

Experience:

  • 10 to 15+ years of relevant experience in Operations Security, Signature Management, Counterintelligence, or Information Operations at the Component, Combatant Command (CCMD), Joint Staff or service level.

Certifications:

  •  Formal completion of certified OPSEC training, such as the Defense OPSEC Planners Course (DOPC), OPSE-2500, or equivalent service-level advanced OPSEC training.

Process Expertise:

  •  Proficiency/familiarity with the Joint Planning Process (JPP) / Military Decision- Making Process (MDMP) and how to write Annexes - and Tabs to OPORDs or CONPLANs

Education:

  •  Master’s Degree desired, bachelor’s degree (acceptable) in National Security,

Strategic Studies, Intelligence, or a related field (or equivalent operational military experience).

Highly Desired Qualifications:

Great Power Competition Focus:

  •  Extensive knowledge of the intelligence collection capabilities, tactics, and OSINT exploitation methods used by Russia, China, Iran, and North Korea.

Advanced Planner Training:

  • Graduation from recognized DoD planning courses (e.g., Joint Information Operations Planners Course (JIOPC), SAMS).

Defense Deception Activities Experience:

  • Hands-on experience developing or supporting plans, demonstrating a clear understanding of the interdependent relationship between OPSEC and Deception in support of OPSEC.

Cyber/OSINT Awareness:

  •  Familiarity with the digital threat landscape, including social media exploitation, digital footprint tracking, and commercially available data (CAD) threats to military personnel.
