Job DetailsJob Location: Fayetteville, TN 37334Position Type: Full TimeSalary Range: $57,493.00 - $66,132.00 SalaryIntroduction:  The employee will work under the supervision of the Director of Head Start/Early Head Start.  The employee will responsible for all systems and IT administration activities for the Head Start/Early Head Start program, but must collaborate with the SCHRA IT personnel for shared Agency resources.  The employee will be responsible for the maintenance and support of Cloud technologies, networking hardware and software, including the evaluation of specific network technology products and platforms to provide cost-effective solutions that meet HS/EHS and agency technology requirements. The employee will be responsible for ensuring all technical and data infrastructure including facility connections; collection & analysis of reporting systems are supported for the multi-site Head Start/Early Head Start Program.  The employee will be capable of operating modern office equipment.  The employee may be exposed to dust, dirt, foul odors and other factors due to the breakdown of some equipment or systems. The employee shall adhere to the National Smoke Free Environment Policy Public Law 103-227, Pro-Children Act of 2001 42 U.S.C. 7181 through 7184 and TN Licensure Rule 1240-04-01-12(14).   Compensation  Level:                   6 Classification:     Full Time (Exempt)    Qualifications:  Three years of applied experience in a networking computer hardware/software technical support environment. (Required)  BS/BA degree in a field related to Computer Science or Information Technology. (Preferred)  CompTIA A+ or Networking+ Certification (Preferred)  Comprehension of physical and logical components of network connectivity.   Knowledge of enterprise switching and routing, firewalls, VLAN’s, and VPN’s.    Strong working knowledge of desktop and mobile operating systems (Microsoft Windows, Android, Apple iOS)  General knowledge of technology policies, security and documentation principles and procedures  Satisfactory physical examination prior to beginning work and every five years thereafter.  Must possess a valid Driver’s License and current Automobile Liability Insurance.  Satisfactory criminal background check prior to hire and every 5 years thereafter.  Drug testing as required.    Required Knowledge & Abilities:  Ability to exercise individualized discretion and independent judgment based up on facts, with respect to matters of significance.  Proficiency in testing, troubleshooting, implementing and supporting network infrastructures.  Ability to provide active leadership for program staff in content area specialty.  Strong working knowledge of basic applications such as Microsoft Office, email clients, web browsers, antivirus software, and other specialized applications as required (experience with Child Plus and Teaching Strategies - Preferred)  Knowledge of implementing, supporting and maintaining Wireless Networks, Network Optimization and Analysis.  Ability to establish and maintain an effective working relationship with the general public and fellow employees.  Ability to prioritize a complex workload.  Ability to understand and follow any oral or written instructions and make mathematical computations and tabulations accurately.  Ability to establish and maintain accurate records and methods for systematic reporting of statistical data.  Ability to travel extensively within assigned area.  Ability to be a mandated reported for suspected child abuse or neglect.  Ability to promote a positive and encouraging work environment.  Ability to assist in other positions as needed.  While performing the duties of this job, the employee is frequently required to sit; stand; stoop; bend; walk; talk; hear; use hands to grip, type; reach with hands and arms, occasionally required to stand or walk on uneven surfaces; climb stairs; run. 2 to 4 hours per day spent in strenuous physical activity, lifting up to 60lbs six or eight times in a 7.5-hour day    Section 1 – Job Performance Quality of Work Participate in the purchasing of computers and other technological tools in coordination with agency IT Director. Responsible for assuring the maximum availability and reliability of internet access for HS/EHS. Independently troubleshoot connectivity issues in a complex switched and routed WAN environment. Ensure Onsite Cameras are in working condition with remote access at all times. Conduct monitoring for maintenance and inventory. Ensure Child/Staff rosters are accurate for TSG, eDECA, Learning Genie, as well as any other software used by program. Complete work assignments remotely as needed. Job Knowledge Ensure information security guidelines are established and followed, manage implementation, arrange for needed training and staff professional development. Provides project management for technology deployments or implementations. Install, troubleshoot and maintain/monitor computer software/hardware components, tablets and mobile devices including Helpdesk software and remote access support. Provide technical assistance and training, both formal and informal for staff on the use of computers, programs and internet/email. Serve as a resource for content area providing direction and guidance as needed. Initiative Prioritize and adhere to established methodologies of deploying technology so that HS/EHS is compatible with agency practices i.e. networking software, antivirus software, data security, email software) Communicate current and projected needs, requirements and options for the program and recommend acquisitions and updates. Evaluate and recommend vendors for hardware, software and technology related services as needed. Secure and document in-kind contributions, volunteer time, and community support. Ensure all paperwork is accurate and submitted timely. Conduct site visits on a regular basis. Provide monthly reports to supervisor.   Section 2 - Personal Performance Dependability Meet schedules and deadlines and perform routine tasks with minimal supervision. Complete work assignments. Attendance & Punctuality Plan and participate/attend in scheduled management team meetings, staff meetings, conferences, training sessions, workshops, and In-Service as assigned to include virtual meetings/trainings. Ensure all paperwork is accurate and submitted timely. Regular attendance and timely arrival to assigned work site. Submit accurate and timely employee time, attendance and mileage reports. Relationship Building Skills Serve as a support/resource for center staff in content area. Participate in Management Team activities. Flexibility Conduct upgrades as needed when staff are not using technology. Seek ways to improve service area.     Communication Skills Participate in communication with CSS, Coordinators, and Supervisor via e-mail, phone, fax, face-to face, etc. in an efficient manner, making accommodations for emergencies. Provide direct consultation and guidance to staff on matters relating to technology and procedures. Maintain contact with staff to continue support/monitoring of in-person services.   Teamwork Assist staff with Teleconference and/or Webinar participation. Assist with the needed technology to distribute electronic survey forms. Assist with HS/EHS updates to the agency website. Assist in the compilation and completion of Self-Assessment/Community Assessment and participate in the analysis of data for training and planning purposes. Customer Services Provide technical assistance and training, both formal and informal for staff on the use of computers, programs and internet/email. Assist in ongoing recruitment targeting children from low-income families, children with disabilities and pregnant women, and complete HS/EHS applications as needed. Adhere to Agency’s HS/EHS confidentiality policy, professional ethics and standards, demonstrating work habits which comply with Agency Personnel Policies and Procedures.   Section 3 – Personal Improvement Decision Making Develop and implement a technology plan and budget for the HS/EHS program.  Prioritize and adhere to established methodologies of deploying technology so that HS/EHS is compatible with agency practices i.e., networking software, antivirus software, data security, email software) Review and approve purchases as needed. Review and modify job descriptions, plans, policy and procedures as needed. Supports Quality Improvement Research emerging technologies that would benefit the HS/EHS program. Develop and revise policies/procedures to guide the use of technology and data collection that meet the needs of the program and are compatible with agency IT policies. Analyze the HS/EHS Program Information Report (PIR) and other relevant data to determine accuracy and areas in need of improvement and provide recommendations for strategies to address needs. Assist in the compilation and completion of Self-Assessment and Community Assessment and participate in the analysis of data for training and planning purposes. Plan and participate in schedule management team meetings, staff meetings, conferences, training sessions, workshops, and In-Service as assigned. Conduct targeted training when identified needs occur. Explore and share ongoing ideas/solutions for program and content area specific improvement. Professional Development Growth Complete Professional Development Plan Goals as established. Attend training and in-service as assigned.
