JOB SUMMARY
The Manager, Test Engineering/Assistant Facility Security Officer of Alloy Surfaces Company (ASC) leads the Test Engineering function in support of the development, qualification, production, and sustainment of defense products. This role manages a team of Engineers ensuring the design, implementation, and execution of electrical, mechanical, environmental, and functional testing to meet customer, regulatory, and military requirements. The Manager partners closely with Engineering, Manufacturing, Quality, Operations, and Program Management to deliver reliable products that meet customer, military, and regulatory requirements while driving continuous improvement in testing and manufacturing processes. As Assistant Facility Security Officer, this role supports the implementation and oversight of the facility’s security program, including compliance with applicable NISPOM, DCSA, and customer security requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead the development, implementation, and continuous improvement of test methodologies, processes, and procedures
- Oversee the development of detailed test specifications based on approved methodologies
- Provides leadership in identifying instrumentation requirements, test equipment, and test setups
- Oversee test setup, validation, and qualification activities while ensuring personnel are properly trained on test setup and execution
- Ensure testing is performed in accordance with established and developmental specifications
- Provide technical leadership in electrical and electronic test methods and troubleshooting
- Lead troubleshooting efforts involving test equipment, instrumentation, and test setups
- Review test anomalies, direct failure investigations, and ensure defective test items are properly documented and evaluated
- Oversee data acquisition, reduction, analysis, and reporting activities
- Ensure dimensional, nondestructive, analytical, and radiographic testing is performed in accordance with applicable procedures and customer requirements
- Plan, coordinate, and schedule testing activities across ASC to support engineering, manufacturing, and customer requirements
- Ensure personnel are trained and qualified to operate radiographic inspection (X-ray) equipment and techniques in accordance with applicable regulations and company procedures
- Collaborate with Engineering, Manufacturing, and Quality to improve product manufacturability, testability, reliability, and production efficiency
- Serve as an on-site security officer and coordinate all security matters with the primary FSO
- Assist in ensuring compliance with 32 CFR Part 117 (NISPOM Rule), DCSA directives, contract-specific security requirements, and customer security instructions
- Conduct all required security briefings and debriefings
- Maintain classified storage and safeguarding requirements in accordance with federal standards for GSA containers or open storage areas
- Oversee access control procedures, visitor authorization requests, badge processes, and local physical security measures

Requirements
EDUCATION/CERTIFICATION
- Bachelor’s degree in Engineering, Manufacturing or a related field or equivalent combination of education and experience
EXPERIENCE
- Minimum of 8 years of progressive engineering experience, preferably within the aerospace and defense industry
- Minimum of 5 years of supervisory experience within a manufacturing environment is preferred
- Experience leading multidisciplinary engineering teams is preferred
ADDITIONAL SKILLS AND QUALIFICATIONS
- Must be eligible to obtain and/or maintain a U.S. Government Security Clearance commensurate with the level of facility clearance
- Experience supporting new product introduction and production ramp-up preferred
- Knowledge of Lean Manufacturing, Six Sigma, root cause analysis, and continuous improvement methodologies is preferred
- Working knowledge of 32 CFR Part 117 (NISPOM Rule) Industrial security program operations preferred
- Completion of the CDSE FSO Program Management for Possessing Facilities Course preferred
- Effective listening, communication (verbal and written), and negotiating skills
- Strong leadership, communication, coaching, and team-building skills
- Team player who works productively with a wide range of people
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
- Ability to write reports, business correspondence, and procedure manuals.
- Motivated self-starter, comfortable working in a fast-paced environment

- Ability to function under stress and interact cordially with co-workers to accomplish common tasks
- Ability to work with mathematical concepts such as probability and statistical inference
- Conflict resolution and relationship management skills
- Knowledge of Microsoft Office SuiteÂ
PHYSICAL AND OTHER REQUIREMENTS
Lifting, carrying, pushing, pulling, or otherwise moving objects, weighing up to 25 pounds occasionally and/or a negligible amount of weight frequently. Involves standing and walking most of the time but may involve sitting for brief periods of time. Use of computer.
