We are seeking an experienced and motivated Program Director / Program Manager to provide leadership and oversight for DDA services, including Personal Support, Community Development Services (CDS), Respite, Transportation, and Residential Services. This position is responsible for ensuring quality service delivery, staff supervision, operational efficiency, and compliance with DDA regulations and organizational standards.

Job Summary

The Program Director / Program Manager oversees the day-to-day operations of DDA programs, supervises staff, ensures regulatory compliance, supports quality improvement initiatives, and serves as a liaison between the organization, individuals served, families, Coordinators of Community Services (CCS), and other stakeholders.

Key Duties

  • Manage staff scheduling, service coverage, and program operations
  • Supervise, coach, and evaluate direct care and supervisory staff
  • Monitor service delivery to ensure quality, consistency, and person-centered care
  • Review documentation, progress notes, incident reports, and service records for compliance
  • Communicate effectively with CCS agencies, families, nurses, guardians, and interdisciplinary teams
  • Lead staff orientation, training, performance evaluations, and corrective action processes
  • Ensure compliance with DDA regulations, COMAR requirements, Medicaid standards, and agency policies
  • Monitor program outcomes and implement quality improvement initiatives
  • Assist with audits, surveys, licensing reviews, and accreditation activities
  • Support organizational growth and program development efforts

Requirements

  • Minimum of two (2) years supervisory experience in DDA, developmental disabilities, healthcare, residential, or human services settings
  • Strong knowledge of Maryland DDA regulations and COMAR requirements
  • Excellent leadership, organizational, and communication skills
  • Ability to manage multiple programs, priorities, and deadlines effectively
  • Strong problem-solving and decision-making abilities
  • Ability to pass required background checks

Preferred Qualifications

  • Bachelor's degree in Human Services, Social Work, Psychology, Healthcare Administration, Nursing, or related field preferred
  • Experience managing Personal Support, CDS, Respite, Transportation, or Residential programs preferred
  • CPR/First Aid certification preferred
  • Valid driver's license and reliable transportation preferred
