SRI is seeking committed and passionate professionals to provide critical Program Management services to the United States Army, Human Resources Command, Adjutant General Directorate, Transition Division overseeing the delivery of transition services to military service members.  

Overview: The Army’s Transition Assistance Program (TAP) Services program supports transitioning Service Members’ entitlements to transition services and counseling covering matters of education, vocational rehabilitation, and civilian occupation employment assistance.

The Deputy Program Manager (PM) is responsible to the Transition Director for the efficient and effective execution of the Transition contract. The Program Manager serves as the overarching leader of the company’s employees and will work closely with the Contracting Officer’s Representative, Government Representatives, and Transition Headquarters Staff to ensure the proper execution of the transition contract. The PM and shall be onsite at Fort Knox, KY Human Resources Command Headquarters, from 0800-1600 Monday thru Friday except on Federal holidays, when executing Government authorized travel, or when the government facility is closed for administrative reasons.

Tasks & Responsibilities: 

  • Serve as the Contactor’s primary point of contact with the government and manage all contract operations at the Headquarters level.
  • Assist in managing the contractor program and project teams for optimal program effectiveness.
  • Assist the PM in providing operational expertise and oversight of the Program Management Office (PMO).
  • Assist the PM in directing and managing PMO actions for day-to-day TAP functions to ensure all contract requirements are met Conduct command level briefings to government personnel and TAP stakeholders.
  • Implement and provide guidance to PMO staff on TAP policies and processes.
  • Operational program focus is primary duty.
  • Assist the PM with direct Face-to-face assistance with HRC Management Team.
  • Assist PM with leading PMO team to provide analysis of transition policies and its impact to TAP staff and client services while also providing workable solutions for execution to HRC and IMCOM.
  • Assist with guiding the contract staff IRT offering specialized courses tailored to the needs of the installation.
  • Communicate with CIMs, DHRs, TSMs, TSSs and other government stakeholders regularly to ensure smooth execution.
  • Assist the PM with supporting the government with analyzing business’ activities, expenses, establishing goals, and communicating the strategy throughout the organization.
  • Assist the PM with directing, defining and coordinating program issues and find workable solutions.
  • Assist with monitoring technical issues and preparing/analyzing specialized adhoc reports.
  • Provide guidance to TAP staff in regard to new surveys; pilots; and, planning for surges.

Required Skills, Education, Experience & Abilities: 

  • Bachelor’s degree in business administration or related field.
  • Project Management Professional (PMP) certification. Required within six (6) months of hiring.
  • A minimum of three(3) years of relevant experience, which must have been obtained within the last fifteen (15) years, in the following areas:
    • Managing large scale global operations in organizations with 200 or more employees and supporting large robust dispersed customer bases.
    • Tailoring, implementing, and modifying proactive and responsive customer satisfaction practices serving a diverse customer base.
    • Assessing and implementing emerging technologies or business practices that increase efficiency, improve customer service, and decrease cost.
    • Utilizing data analytics to develop status reports, decision points, and inform future processes.
    • Strategically communicating and marketing program objectives, benefits, and results to customers and stakeholders.
    • Analyzing Government regulatory guidance to inform day-to-day operating practices and management decisions.

Preferred Qualifications: 

  • Master’s degree in business administration or related field.
  • Strong working knowledge of TAP and program requirements.
