Job Description

 

UTILITY SPECIALIST

Under the direction of the Deputy Supervisor of Downtown Areas, the Utility Specialist is responsible for general and preventive maintenance on all air handling units, mechanical equipment, water softeners, water heaters and appliances, as well as basic electrical and plumbing maintenance and repairs.  This position is Covered as defined by the Board of Commissioners of the County of Allen Employee Handbook.

                            

ESSENTIAL FUNCTIONS:

 

  • Performs routine maintenance, including, but not limited to changing air filters, draining water from air compressors, and cleaning boiler rooms.
  • Performs basic plumbing repairs, including unplugging drains and toilets, rebuilding sloan valves, replacing hot water heaters, and repairing leaks in lines.
  • Maintains all water softeners, heaters, air conditioners, compressors, and related pumps and motors.  Performs regular maintenance procedures, and makes repairs, orders and replaces parts as needed.
  • Performs basic electrical and control work. Changes computer settings and makes repairs and adjustments as required. Maintains fire panel.
  • Travels to other County buildings as requested, completing basic repair and maintenance duties.
  • Maintains and repairs appliances and water fountains in all County owned buildings and cafeteria.
  • Performs seasonal maintenance duties, including mowing grass and snow removal.
  • Greases pumps and inspects sewage ejectorS monthly.
  • Cleans and maintains air conditioning coils, air handling units and outside chiller vents annually. 
  • Responds to after hour calls, as needed and is part of an on-call rotation.
  • Aides in the maintenance of the boilers and chillers.
  • Performs all other duties as assigned, including overtime as required.

 

REQUIREMENTS:

 

  • High School Diploma or GED and at least three years’ maintenance experience
  • Valid Driver’s License to travel to other County buildings and/or to operate county owned vehicles required
  • Boiler Certification
  • Knowledge of water softeners, including the ability to test samples and ensure proper functioning
  • Knowledge of basic plumbing and electrical work, boilers, air handling units and other maintenance operations and the ability to apply appropriate procedures to daily operations
  • Knowledge of commercial and residential appliances
  • Ability to operate uni-loader, bobcat, hand and power tools, pro-press, sewer snake, sewer camera, jetter, boiler tube gun, chemical testers, motor puller, welder and other job related equipment
  • Basic computer skills in order to update computer controls and settings
  • Must be able to pass a Federal background check in order to gain access to secured buildings

 

PERFORMANCE EXPECTATIONS:

 

The Utility Specialist performs work that is moderately complex when performing routine maintenance and basic plumbing, electrical and control work.  Working knowledge of a variety of trades is required to perform basic repairs and general maintenance.

RESPONSIBILITY:

 

The Utility Specialist performs work that is moderately complex, requiring a moderate degree of skill and care to protect tools and materials and prevent the injury of others when performing routine maintenance. Work is performed under moderate supervision and instructions are relatively complete.

 

PERSONAL WORK RELATIONSHIPS:

 

The Utility Specialist maintains frequent contact with other county employees and the public when performing maintenance on county buildings and property.

 

WORKING CONDITIONS:

 

The Utility Specialist performs work that requires frequent walking and standing, lifting of up to sixty pounds, bending, climbing and monitoring of equipment.  Some pushing/pulling, reaching over head, kneeling, crawling, attention to detail and detailed inspection is required.  Some typing and proofreading exists.

None

 

LICENSING:

Valid Driver’s License to travel to other County buildings and/or to operate county owned vehicles required

IMMEDIATE SUPERVISOR:

Deputy Supervisor of Downtown Areas

 

HOURS:

Saturday and Sunday 9:00 A.M.-5 P.M., Monday- Wednesday 8:00 am – 4:00 pm; availability required for nights and weekends during on-call shifts; overtime and participation in rotational on-call duties as needed.
