Program Manager II – Utility Construction Services Schedule: Monday–Friday, 8:00 a.m.–5:00 p.m. (hours may vary)

Are you a strategic leader with deep construction expertise, strong technical skills, and the ability to manage complex projects, people, and public impact?

The City Utilities Engineering team is hiring a Program Manager II to lead Utility Construction Services for the City of Fort Wayne. This is a high-impact leadership role overseeing capital projects, construction operations, and coordination across public and private development.

What You'll Do Lead utility construction programs from planning through completion. Oversee staff, contractors, budgets, and processes while ensuring projects meet regulatory standards, timelines, and community expectations.

Key Responsibilities • Oversee utility capital construction projects including scheduling, inspections, change orders, contractor coordination, and project closeout • Manage construction services, contract administration, and on-call professional service agreements • Lead utility coordination for capital projects, private development, and transportation initiatives • Oversee public inquiries, project communication, and issue resolution related to construction activities • Manage budgets, project tracking (PMIS), documentation, and ensure compliance with City standards and regulations

Supervisory Responsibilities • Lead, supervise, and develop Utility Construction Services staff • Recruit, hire, train, and evaluate team members • Support accountability, performance management, and operational excellence

What You Bring – Education & Experience • Bachelor's degree in Civil Engineering, Civil Engineering Technology, or related field (or equivalent experience) • Ten (10) years of experience in engineering, construction inspection, or construction contract management • Strong leadership experience managing teams, projects, and cross-functional coordination

Preferred Certifications • Ability to obtain Construction Document Technician (CDT) within 18 months • Ability to obtain Water Distribution System Operator License within 24 months • Ability to obtain Wastewater Collection System Operator License within 36 months

Technical Skills & Knowledge • Advanced knowledge of construction contracts, documents, and project delivery methods • Strong understanding of utility design standards, construction inspection, and infrastructure systems • Experience with project management systems (PMIS), GIS, and digital documentation • Knowledge of regulatory requirements including NPDES, CMOM, and consent decree compliance • Ability to interpret plans, specifications, easements, and engineering documents
