Job Summary:
As the Lead Developer for the Fulfillment team, you will provide day-to-day technical leadership for the development work behind Neumo's fulfillment product line, including over-the-counter/mail renewal (OTC/MR) and license plate (LP) systems. For this role you will need strong technical depth, sound judgment, and the ability to lead through technical credibility rather than authority.
You will be joining a two-person team of experienced, self-sufficient developers with deep knowledge of these systems. Success here depends on earning their trust, drawing on their expertise, and taking ownership of the coordination and technical direction the team currently lacks.
This is a hands-on position first. You will carry a full development workload alongside your leadership responsibilities β the majority of your time will be spent writing production code. You will also play a central role in delivering the jurisdictional projects tied to our recent RFP recompetes, where on-time delivery is a contractual commitment.
The team works in Kanban. You should be comfortable leading in a continuous-flow environment β managing work in progress, keeping cycle time predictable, and maintaining delivery discipline without the structure that fixed sprint boundaries provide.
Duties and Responsibilities
Delivery
- Carry a full development workload β write production code continuously, not just review it
- Own the hardest work on the team β take on the technically complex or ambiguous items that are difficult for others to size or execute
- Break down ambiguous work β decompose epics and large requests from the Product Owner into right-sized, ready-to-work items with clear technical acceptance criteria that move predictably through the board
- Manage flow β keep work in progress within limits, protect cycle time, and prevent items from stalling mid-board
- Flag risks early β surface technical blockers, scope creep, and dependency issues to the Delivery Manager and Manager of Software Development before they affect delivery
- Serve as a hands-on contributor on critical projects, including jurisdictional RFP recompete implementations with fixed contractual deadlines
Technical Quality
- Set the code review standard β review pull requests with a focus on correctness, maintainability, and shared learning, not just catching defects
- Own the team's Definition of Done β ensure nothing is called done that isn't tested, documented, and observable in production
- Champion technical debt visibility β maintain a running list of debt items and work with the Product Owner to secure capacity to address them
- Uphold architecture standards β ensure the team's work aligns with patterns set by the Principal Architect, and escalate deviations before they are built rather than after
- Write clean, well-architected code grounded in OOP and SOLID design principles
Team Leadership
- Provide day-to-day technical direction β coordinate work in flight, remove obstacles, and keep priorities and commitments clear
- Run technical refinement β lead the engineering side of backlog refinement, helping the team size work accurately and ask the right questions of the Product Owner before items are pulled
- Avoid becoming a decision bottleneck β delegate technical decisions to other developers when the work is within their capability, building the team's capacity to decide rather than its dependence on you
- Work closely with the team's experienced developers on architectural and technical decisions, bringing your own perspective while respecting the depth of system knowledge they already hold
- Mentor and pair with developers as the team grows, giving code review feedback that teaches rather than simply corrects
- Independently build working knowledge of the team's core systems to provide meaningful coverage and reduce delivery risk
- Document existing systems and processes that are currently undocumented, so that critical knowledge is not held in a single place
Cross-Team
- Represent the Fulfillment team in technical forums, and bring standards and decisions back to the team
- Coordinate cross-team dependencies β identify when the team's work blocks or is blocked by others, and work with the Delivery Manager to surface and resolve it
- Partner with the Manager of Software Development, Technical Manager, Product Owner, and business stakeholders to translate requirements into technical plans and realistic delivery estimates
General
- Contribute to the definition of team metrics for measuring delivery quality and operational effectiveness
- Ensure adherence to all company development procedures and policies
- Perform other duties as assigned
Β Education and Qualifications
- Bachelor's degree in computer science or equivalent and/or related work experience in a related field
- 6+ years of professional software development experience
- Demonstrable proficiency in C# and the .NET framework
- Strong command of object-oriented programming and SOLID design principles, with the ability to apply them in production code and uphold them in code review
- Demonstrated commitment to Clean Code practices β readable, testable, maintainable code and disciplined refactoring
- Experience building web applications using the MVC pattern (ASP.NET MVC preferred)
- Working knowledge of ASP.NET Web Forms β a meaningful portion of the team's existing codebase is built on it
- Willingness to learn VB.NET and work in it as needed; existing experience with VB.NET is a plus
- Experience with relational databases and SQL (Microsoft SQL Server preferred)
- Experience with web application development (HTML, CSS, JavaScript)
- Experience delivering in a Kanban or continuous-flow environment, including backlog refinement, work sizing, and WIP management (experience with Scrum or other iterative models is also applicable)
- Solid, demonstrable understanding of the full software development lifecycle
- Experience supporting production systems, including troubleshooting and defect resolution
Knowledge, Skills and Abilities
- Prior experience leading development projects or serving as a technical point of contact on a development team is a plus; we will also consider strong senior developers ready to step into a lead role for the first time
- Experience with Knockout.js or a comparable JavaScript framework is a plus
- Experience in government, regulated, or contract-driven delivery environments is a plus
- Familiarity with high-volume transactional or fulfillment/print/mail systems is a plus
- Ability to decompose ambiguous requirements into well-defined, estimable technical work
- Ability to perform root-cause analysis and resolve complex production issues
- Highly self-directed β able to learn unfamiliar systems largely on your own initiative, with limited formal onboarding or documentation
- Collaborative working style β comfortable leading experienced peers, deferring to their expertise where it is stronger, and building consensus on technical decisions
- Comfortable operating on a small team where you will personally absorb much of the work you take on, rather than delegating it
- Working knowledge of MS Office and related business systems
- Analytical mindset with strong attention to detail
- Strong written and verbal communication skills, including the ability to explain technical concepts to non-technical stakeholders
- Ability to coordinate and organize development activities across team members and competing priorities
