About us:

North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (ā€œNTE Projectsā€). The NTE Extension Project is a part of the NTE Projects, which consist of a series of major highway improvements to the critical I-820 and SH-121/183 corridor in North Tarrant County, Texas. The NTE Projects will relieve congestion, improve safety, and provide for anticipated traffic growth in one of the country’s fastest developing regions. The NTE First Project was a $1.451 billion design-build project consisting of rebuilding the existing main lanes as well as adding four toll-managed lanes, frontage roads and auxiliary lanes in the corridor between I-35 West and Industrial Boulevard. The NTE Extension Project is the next part of the NTE Projects. The construction of the original $984 million part of the project (Segment 3A) was completed by North Tarrant Infrastructure, LLC, and the current $580.5 million part (Segment 3C) of the NTE Extension Project is presently being carried out by North Tarrant Infrastructure, LLC.

Job Description:

SummaryĀ 

The position of Procurement ContractĀ SpecialistĀ is responsible forĀ preparing,Ā coordinatingĀ and executing the purchasing programs and procedures for the project by using business concepts and contract management skills to obtain works,Ā servicesĀ and materials for the project.  This position will work with senior leadership of the project as well as major vendors to ensure programĀ objectivesĀ are met and stay on schedule.Ā Ā This positionĀ is responsible forĀ ensuring the procurement, contract, vendor, request for proposal (RFP) processes, ensuring vendor compliance, insurance requirements, andĀ maintainingĀ procurement records are met. This role works closely with department managersĀ andĀ vendorsĀ toĀ facilitateĀ efficient procurement operations, ensure documentation accuracy, and support risk management initiatives. This position requires the ability to interact with staff (at all levels) in a fast-paced environment, whileĀ remainingĀ flexible, proactive,Ā resourcefulĀ and efficient, withĀ a high levelĀ ofĀ professionalismĀ and confidentiality. This position will alsoĀ assistĀ the Procurement Manager & department staff with the required reporting,Ā researchingĀ andĀ maintainingĀ statistical data, as well as overseeing the procurement policy and procedures asĀ required.Ā

ResponsibilitiesĀ 

Ā 

  • Develop andĀ maintainĀ procurement plans that align with project timelines and organizational objectivesĀ Ā 

  • Collaborate withĀ department managersĀ to define project specifications, scope, and milestones.Ā 

  • Prepare RFPs by including scope of work, bill of quantities, schedule, draft contract,Ā specificationsĀ and attachmentsĀ collected from requestingĀ departments, to verify the accuracy of all documents before presented to the market.Ā 

  • AssistsĀ in creating & analyzing compliance reporting documentsĀ Ā 

  • ExecuteĀ theĀ comprehensive procurement plan to define expectations, meetĀ goalsĀ and align stakeholders.Ā 

  • AnalyzeĀ proposals and confirm needed elements such asĀ expirationĀ date, inclusions, exclusions, escalationĀ priceĀ etc.Ā 

  • Receive bids related to RFPs released to the market, evaluate the data for accuracy, create a comparative chart, prepare and perform a price analysis, and make finalĀ recommendationsĀ toĀ procurementĀ manager.Ā 

  • Facilitate the creation, review andĀ negotiationĀ comments within each contract and its scope of work between the potential vendor, the requesting departments, legal and executive team toĀ determineĀ final decision.Ā 

  • Create contractual documents using approved legal templates and organizational standards.Ā 

  • Ensure contract documentation is complete,Ā accurate, and compliant with applicable laws, regulations, and company policies.Ā 

  • Negotiate with subs,Ā vendorsĀ and suppliers to ensure the best price/value for the project.Ā 

  • Create comparatives in the Insite system to assign accounts to vendors for payment.Ā 

  • Complete account transfers betweenĀ NTIĀ Ā 

  • SubmitĀ finalĀ approved draft of contract/change order and approved comparative for internal approvals.Ā 

  • Perform responsibilitiesĀ regardingĀ the approved procurement proceduresĀ 

  • Analyze, with the related department, the needĀ forĀ a change order to an executed contract, when requested by the Subcontractor / Supplier or by the related department and perform quote comparison for materials/equipment when neededĀ 

  • Suggest vendor/materials to better fit construction needs and production timeline.Ā 

  • Ensures maintenance ofĀ appropriate documentationĀ and records.Ā 

  • Research market conditions and new products related to project current and future needs.Ā 

  • Maintain current and accurate records of all procurement tasks status for company-wide review.Ā 

  • GenerateĀ reports, NTI's subcontractor evaluation, NTI's contract summary reportĀ 

  • Review procurement activities for accuracy, completeness, and adherence to approved procurement plans.Ā 

  • Implement approvedĀ corrective actions resulting from audit reviews.Ā 

  • Other duties as assignedĀ 

Ā 

MinimumĀ RequirementsĀ 

Ā 

  • Bachelor of Science Degree in Business Administration, Procurement, Construction Management, or related fieldĀ or equivalent.Ā 

  • Minimum ofĀ three (3)Ā years of experience in procurement, contract management, sourcing, project management, orĀ experience of progressive responsibility in similar positions.Ā 

  • Experience managing RFP processes and contract negotiations.Ā 

  • Experience developing and administering procurement and contractual documentation.Ā 

  • Proficient skills inĀ Outlook, Microsoft Word, Excel,Ā PowerPointĀ andĀ Microsoft Project.Ā 

  • Excellent written and verbal communication skills.Ā 

  • Strong understanding of procurement principles, sourcing methodologies, and contract management practices.Ā 

  • Knowledge of competitive bidding and supplier evaluation processes.Ā 

  • Excellent project management, organization, and time management skills.Ā 

  • Ability to pay close attention to detail, ensuring accuracy of work & complete tasks on time and follow department proceduresĀ Ā 

  • Present solutions to manager for issues/problems & scopeĀ requiring throughĀ knowledge of department practices.Ā 

  • Remain operationally focused and obtain knowledge of the organization to balance business priorities, individual team needs, manager’sĀ styleĀ and company policyĀ 

  • All other job-related duties as assigned.Ā
