GENERAL PURPOSE OF THE JOB:


Responsible for management and oversight of all HUD inspection protocols including National Standards for the Physical Inspection of Real Estate for Vouchers (NSPIRE-V) and National Standards for the Physical Inspection of Real Estate (NSPIRE) to maintain compliance with federal and state programmatic requirements. Provides direct guidance and training on HUD and IRS inspection protocols to KHC inspectors, clients, landlords, caseworkers, and other related parties. Ensures that KHC rental program inspections receive full points from HUD’s SEMAP scoring mechanism. Ensures that the KHC inspection team is well trained and consistent in their inspections across Kentucky. Aids the Managing Director in all inspection related matters. Is the corporation expert in all rental assistance program and compliance inspection matters. Requires ability to travel as needed. Helps with technical issues for field inspectors with YARDI inspection software, Apple iPads, and YARDI desktop software.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


Assists managing director in monitoring overall policy and procedures for HQS, UPCS and NSPIRE (after Oct. 2024) inspections, including regulatory interpretation, adherence to corporate policy, budgetary preparation. Provides research analyses data and reviews programmatic materials and policy to improve programs. Represents department at corporate meetings as needed.


Responsible for supervision of staff and work processes for assigned areas of responsibility; ensuring deadlines are met while providing excellent customer service; provides ongoing staff development opportunities; provides feedback to staff regularly on job performance and formally conducts staff evaluations within corporate-imposed time frames. Provides guidance, and training to field inspectors to ensure consistency and efficiency of program functions and inspection policies and procedures. Reviews and approves staff leave, expense reports and time sheets. Completes the daily check-in process to ensure the safety of all inspection staff.


Prepares and/or reviews monthly reports for inspector scheduling of HQS biennial inspections, salary allocation, HUD PIC Late HQS Inspection, Reasonable Accommodation and Pending Inspections. Completes quarterly EIBLL request to Kentucky Division of Adult and Child Health as required by HUD. Completes annual SEMAP review for submission to HUD.


Disseminates information through trainings, meetings, public speaking, telephone, written correspondence, and site visitation. 


Performs Quality Control, overflow workload, emergency, or training inspections.


Analyzes and monitors workload and completion of required inspections with extensive use of departmental software and spreadsheets for appropriate utilization of corporate resources of staff time and travel.

Additional Information:


Position requires knowledge of all MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing; ability to plan, organize, and coordinate activities of staff. Position requires strong analytical skills, including problem-solving and attention to detail. 


Position requires some travel which includes conducting unit inspections on occasion as a backup. As a result, safety precautions must always be considered. 


Education Requirements: 

This level of knowledge would normally be acquired through completion of a bachelor’s degree in business administration, accounting, finance, management, real estate or related field. Four years’ related experience may be substituted for degree requirements.

Experience Requirements: 

Position requires more than three years’ experience working in a responsible position in a professional office environment or in a position requiring knowledge of affordable housing programs. Experience supervising and coordinating work of staff and knowledge of affordable housing programs preferred.
