Project Manager - USTRANSCOM TransViz / JOPES Functional Management Support

The Project Manager leads program execution supporting the U.S. Transportation Command (USTRANSCOM) Joint Operation Planning and Execution System (JOPES) and Transportation Visualizer (TransViz) Functional Management Support program. This role is responsible for overall contract and task order management, ensuring delivery of functional support services that enable global force movement planning, transportation feasibility analysis, and operational decision-making for the Department of Defense. USTRANSCOM relies on these systems to collect, process, analyze, and visualize transportation data in support of joint deployment and distribution operations.

The Project Manager provides leadership and oversight for contractor personnel performing functional management, system support, testing, and operational coordination tasks outlined in the program's Performance Work Statement. Responsibilities include directing daily operations, establishing work standards, assigning schedules, and ensuring program objectives are met while communicating organizational policies, goals, and priorities to the team. The Project Manager serves as the primary interface with government stakeholders and ensures program execution aligns with USTRANSCOM mission requirements.

The role includes oversight of program planning, reporting, and performance monitoring activities. The Project Manager ensures timely delivery of program reviews, status reports, metrics, and other contractual deliverables while tracking system status, account administration activities, testing outcomes, and operational performance indicators across the JOPES and TransViz environments. The position also oversees development and execution of the Task Order Management Plan (TOMP), establishing the functional approach, organizational structure, management controls, and resource alignment required to successfully deliver contract objectives.

The Project Manager coordinates closely with USTRANSCOM leadership, operational planners, and system stakeholders to support continuous system improvement and mission effectiveness. This includes facilitating working groups, coordinating with joint planning and execution communities, supporting training initiatives, and ensuring system enhancements, testing efforts, and operational updates are effectively managed and communicated.

Successful candidates will demonstrate strong leadership and program management experience within DoD operational or logistics environments, the ability to manage multidisciplinary teams supporting mission systems, and experience coordinating with government stakeholders in highly operational environments. Familiarity with JOPES, transportation planning systems, or global mobility operations supporting USTRANSCOM is highly desirable.
