What you will do in this role:

The Project Engineer for Growth Projects is responsible for developing and executing capital growth projects at Vopak IIA terminals in Freeport and Louisiana. This role translates commercial opportunities into executable engineering scopes, manages technical delivery, and ensures projects meet safety, cost, schedule, and performance targets. The position sits at the intersection of commercial development, operations, and project execution.
This is not a purely technical design role—it is an ownership role. The Project Engineer is accountable for turning ideas into operating assets.
 

Your Core Responsibilities:

Project development and execution

  • Lead engineering and execution of growth capital projects from concept through commissioning
  • Convert commercial or operational needs into clear technical scopes and execution strategies
  • Develop project definitions, cost estimates, schedules, and risk registers
  • Manage project budgets, forecasts, and change control

Engineering & Technical Leadership

  • Define technical requirements for tanks, piping, pumps, automation, marine, and utility systems
  • Review and approve engineering deliverables from EPCs, consultants, and vendors
  • Ensure compliance with Vopak IIA standards, codes, and regulatory requirements
  • Resolve technical issues during design, construction, and commissioning

Contracting & Procurement Support

  • Support sourcing strategy: EPC, EPCM, T&M, or hybrid models based on project risk
  • Prepare technical bid packages and evaluate contractor proposals
  • Work closely with Procurement and Legal on contracts, scope clarity, and risk allocation

Construction & Site Execution

  • Oversee construction activities, safety performance, quality, and schedule adherence
  • Coordinate with terminal operations to minimize disruptions
  • Lead commissioning and handover to operations

Stakeholder Management

  • Act as technical interface between Commercial, Operations, HSSE, Procurement, and external partners
  • Communicate clearly with terminal managers, business development, and leadership
  • Support permitting, regulatory engagement, and community/interface requirements

What We Expect:

  • Bachelors degree in Engineering (Mechanical, Chemical, Civil, Electrical, or similar) preferred
  • 3-5 years of experience in industrial or energy infrastructure projects
  • Must have or be able to obtain TWIC card
  • Proven experience or knowledge  delivering CAPEX projects in terminals, refineries, petrochemical, or bulk liquid facilities
  • Strong understanding of tanks, piping systems, pumps, marine/loading systems, and utilities
  • Experience with EPC/EPCM and contractor management
  • Knowledge of U.S. codes and standards (API, ASME, NFPA, OSHA, EPA, etc.)
  • Strong financial and commercial awareness of CAPEX projects
  • Ownership mindset: drives projects to completion, not just design
  • Strong decision-making under uncertainty and time pressure
  • Ability to balance technical rigor with commercial reality
  • Clear communicator across technical and non-technical teams
  • Comfortable working in an operational, brownfield environment
  • High safety awareness and personal accountability for HSSE
  • Growth projects delivered safely, on time, and within approved budgets
  • Strong alignment between commercial intent and technical execution
  • Minimal operational disruption during construction
  • Clear scopes that avoid disputes, rework, and uncontrolled changes
  • Trusted technical partner to operations, commercial, and leadership teams

Work Environment:

This position requires an employee to be in an office environment as well as exposed to outside elements. Most extreme elements are heat in the summer months of up to 100°+ and some exposure to cold of generally no less than 0° in the winter months. There will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous. The employee may work in elevated environments. Employee must be able to wear PPE required by the locations where they work. General office noise may be experienced and louder sounds and vibrations when outside. The noise level in the work environment is usually moderate. All environments are safe with appropriate PPE.

Physical Demands:

While performing the duties of this job, the employee is regularly required to walk, sit, speak, and hear. The employee is required to stand, use hands to handle or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch. The employee may be required to climb ladders/storage tanks up to 50’ in height. The employee may occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus. Employee may be required to travel by air, rail, bus, or car.
