Job Summary

Working closely with the Chief Financial Officer and contracted Human Resources Director, you'll have the opportunity to own the organization's day-to-day HR operations while helping shape the future of our workforce through recruitment, employee development, leadership training, process improvement, and HR technology. Essential Job Functions

Recruitment & Talent Acquisition

  • Administer the organization's recruitment process, including job postings, candidate sourcing, applicant screening, interview coordination, and employment offers. 
  • Recommend qualified candidates to hiring managers and support selection decisions. 
  • Administer employee onboarding and offboarding processes through HRIS software (Paylocity), ensuring all employment documentation is complete and accurate.
  • Represent GoochlandCares at recruiting events and career fairs as appropriate. 

Training & Organizational Development

  • Design and maintain training curricula for employees and supervisors.
  • Coordinate required compliance training and maintain training records within Paylocity. 
  • Develop, implement, and facilitate leadership development programs to strengthen supervisory and management capabilities.
  • Evaluate training effectiveness and recommend improvements to learning and development initiatives. 
  • Support employee engagement, performance management, succession planning, and other organizational development initiatives.

Benefits Administration

  • Support the administration of employee benefit programs, including enrollments, qualifying life events, annual open enrollment, and employee communications. 
  • Maintain relationships with insurance brokers and benefit vendors and resolve routine benefit issues. 
  • Review benefit invoices and maintain accurate benefit records. 
  • Process personnel actions affecting payroll, including compensation changes, deductions, and benefit elections. 

Employee Relations & HR Administration

  • Serve as the primary HR contact for employees and managers regarding routine personnel matters, partnering with the external Human Resources Director on complex employee relations, policy interpretation, and strategic HR matters. 
  • Maintain regular open office hours for employees and managers. 
  • Interpret and consistently apply personnel policies and procedures. 
  • Administer leave programs, including FMLA, ADA accommodations, workers' compensation, and other protected leave. 
  • Maintain confidential personnel records and administer the organization's Paylocity system. 
  • Coordinate background checks, employment verifications, and other HR documentation. 

Compliance & Organizational Support

  • Monitor compliance with federal, state, and organizational employment requirements. 
  • Track required licenses, certifications, training, and employment documentation. 
  • Identify opportunities to improve HR processes, workflows, and employee experience. 
  • Escalate complex employee relations, legal, compensation, or policy matters to the Chief Financial Officer and contracted Human Resources Director. 

Reporting & Projects

  • Analyze workforce metrics, including recruitment, turnover, retention, and leave trends, and prepare reports for leadership. 
  • Serve as subject matter expert for HR software (Paylocity, Employee Navigator, and benefit platforms)
  • Support performance management, employee engagement, compensation, and organizational initiatives. 
  • Perform other related duties as assigned.

Requirements

Required Qualifications  

  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred. 
  • PHR, SHRM-CP, or the ability to obtain certification within two years preferred.
  • Three (3) or more years of human resources experience preferred, with demonstrated career progression. 
  • Demonstrated ability to quickly learn, administer, and optimize HR technology platforms to improve efficiency and employee experience; experience with the Paylocity platform preferred.
  • Working knowledge of federal and Virginia employment laws and HR best practices.
  • Strong organizational, communication, interpersonal, and problem-solving skills. 
  • Ability to maintain confidentiality and exercise sound judgment.
  • This position will be required to primarily be on-site at GoochlandCares, with limited remote work opportunities. 

Physical Requirements and Environmental Conditions

  • Must be able to lift up to 25 pounds at times.
  • Prolonged periods of sitting, standing, typing, talking, and lifting.
  • Travel to surrounding counties for occasional career fairs.
