**This is an Onsite role at the Dollar General Headquarters in Goodlettsville TN** 

The Customs Compliance Manager classifies products to ensure the correct duty is assigned for the calculation of landed cost and accurate payment of duties to U.S. Customs. Additionally, the Manager ensures products meet all import requirements set out by partner government agencies (PGAs) such as the Food and Drug Administration, Fish and Wildlife, the United States Department of Agriculture, and others.


Job Details

Customs Classification and Import Quote Sheets Processing/Approval (60%)

  • Classify product and approve import quote sheets

    • Evaluate import quote sheets to determine the classification and duty rate of import items
    • Maintain parts database for import product
    • Determine applicability of antidumping and countervailing duties
    • Evaluate import admissibility and duty implications resulting from Section 301, IEEPA, Section 232, or other Presidential proclamation, etc.
    • Analyze complex components and manufacturing process scenarios to determine correct Country of Origin of products
    • Review for applicability of Free Trade Agreements and determine product’s eligibility
    • Set business rules to ensure compliance with Intellectual Property Law
    • Collaborate with sourcing office and vendors to obtain product information required for classification and documentation
  • Manage Core Quote Sheet Review

    • Mitigate risk by ensuring classification and duty are correct for Core merchandise imported routinely and consistently
    • Create monthly report for Merchants to request semi-annual updates to quote sheets and monitor progress toward deliverables
    • Ensure timely review and approval of quote sheets and inactivation of those not reapproved within the required time frame
    • Review non-core written POs to ensure QS approval <300 days from PO date
    • Check inactive sku’s that are shipping to ensure reactivation prior to arrival

Import Requirement Validation and Partner Government Agency (PGA) Compliance (15%)

  • Review for Partner Government Agency Requirements (PGA)

    • Ensure all products meet the import requirements set out by partner government agencies such as the Food and Drug Administration, Fish and Wildlife, the United States Department of Agriculture, and others.
    • Ensure required PGA data elements are recorded and provided to the Customs Broker for transmission to Customs/PGA at time of entry
  • CBP/PGA

    • Interact with CBP/PGA personnel as necessary on transactional matters
    • Submit binding rulings to CBP as needed for guidance on classification and country of origin
    • Work with CBP on Requests for Information dealing with classification matters
  • Ensure compliance at the time of entry by serving as subject matter expert for Customs Broker regarding Classification, Valuation, or import documentation

  • Partner with Sr Manager to maintain and update standard operating procedures related to all classification processes

Compliance Training Content Creation (10%)

  • Create and present training modules for Vendor/Factory base, Merchandising/Sourcing departments, and others internal stakeholders to educate about their influence on the company’s compliance efforts

  • Drive reduction in quote sheet return rate

    • Analyze quote sheet return rates to determine root causes
    • Leverage return rate analysis to develop and deploy Merchant/Customs Compliance specific training modules, work aids, and reference materials
    • Deploy new/refreshed content a minimum of four times per year

Aid Sr Manager in Development of Opportunities and Solutions (10%)

  • Aid in Development and deployment of work stream efficiencies across Global Compliance Department by leveraging data management platforms

  • Ensure data is updated timely for utilization during classification process

Perform Other Related Duties as Assigned or as Situations Dictate (5%)

 


Qualifications

  • Extensive, highly specialized technical knowledge of US Customs, HTSUS Classification, Country of Origin Determinations, and PGA regulations.
  • Excellent computer skills (e.g.: spreadsheets, databases, systems).
  • Completely self-directed; self-motivated. Able to manage multiple tasks and responsibly ensure proper completion of tasks.
  • Ability to manage Customs process and make decisions in a rapidly changing environment while maintaining an enthusiasm for the company’s mission of Serving Others.
  • Excellent interpersonal skills, clear and effective oral and written communication, and professional demeanor with internal and external partners of all levels.
  • Skilled in conducting trend analysis, interpreting complex data, and implementing process improvements to enhance risk mitigation and optimize workload efficiency.

This position requires:

  • A bachelor’s degree or equivalent experience
  • A U.S. Customhouse Broker’s license, in process or willingness to obtain
  • A minimum of five years’ work experience, at least three of which must be in Customs Compliance or Brokerage and HTSUS Classification
