Job Description

Fluor is seeking a senior Construction Lead to serve as the primary on-site representative responsible for overseeing all construction, demolition, and site work activities on a complex international laboratory facility project in Central Africa. This is a Key Personnel position requiring sustained OCONUS presence throughout the construction period.

 

Responsibilities

  • Direct all on-site construction, demolition, and site work in accordance with approved designs, project specifications, and quality requirements.
  • Manage subcontractors, local labor, and site support personnel; enforce safety standards and quality control protocols.
  • Coordinate delivery and installation of specialized equipment in close collaboration with design and technical personnel.
  • Maintain the construction schedule, identify risks and delays, and implement corrective actions as needed.
  • Lead daily site meetings, document site conditions, and prepare progress reports for the Program Manager.
  • Ensure all work complies with applicable codes, standards, and environmental/hazmat handling requirements.
  • Interface with host-nation inspectors, utility authorities, and CIRMF facility personnel on day-to-day construction coordination.
  • Oversee hazardous materials abatement and demolition activities in compliance with applicable safety plans and local regulations.

Basic Job Requirements

  • 15+ years of experience in construction management, with at least 7 years as the lead site superintendent or construction manager on complex international projects.
  • Demonstrated experience with the construction of high-containment laboratories (BSL-3 or equivalent) or other specialized life sciences/technical facilities is required.
  • Bachelor's degree from an accredited university in Construction Management, Civil Engineering, or a related field.

Preferred Qualifications

  • Master's degree in a relevant field.
  • Current professional licensure or certification in construction management or a related discipline.
  • Experience managing construction in Sub-Saharan Africa or other challenging OCONUS environments.
  • Familiarity with hazardous materials abatement, asbestos handling, and biological containment construction requirements.
