Job Description: 

 

The Sr. Specialist, Subcontracts position will be responsible for managing complex projects or processes with general oversight. In this role you will communicate within and outside of own function to gain cooperation on operational processes, practices, and procedures. The Sr. Specialist, Subcontracts will make moderate to substantial improvements to systems and processes. They will contribute to achievement of departmental goals and operating plans with direct impact on the departmental results. 

Essential Functions: 

  • Communicate within and outside of own function to gain cooperationon operational processes, practices, and procedures. 
  • Make moderate to substantial improvements to systems and processes.
  • Contribute to achievement of departmental goals and operating plans with direct impact on the departmental results. 
  • Work is performed with general oversight. May manage large projects or processes that are both inside and outside of immediate job area.
  • Responsible for providing guidance,coachingand training to other employees.
  • Manage complex projects at this level, involving delegation of work and review of work products. 
  • Work consists of making moderate to substantial improvement or enhancements to systems and processes to improve performance of job area.
  • Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem.
  • Problems typically involve consideration of multiple issues, jobareasor specialties. Generally solvedthrough creative solutions, drawing from prior experience and in-depth analysis of issues. 
  • Work to achieve operational targets with direct impact on the departmental results.
  • Contribute to the development of goals for the department and planning efforts (budgets, operational plans, etc.). 
  • SAP Troubleshooting experience isrequired.  
  • Preparing,reviewingand managing Supplier Statements of Work.    
  • Negotiationexpertisein supplier statements of work, cost, and terms and conditions.    
  • Must understand FAR and DFAR’s.     
  • Tailors, and negotiate terms and conditions for the procurement of specialized materials, equipment, and services.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts. 
  • Ability toobtain andmaintaina Secret DoD Security Clearance.
  • Other duties assigned by Supervisor.

 

Qualifications: 

  • Bachelor’s Degree with six (6) years of experience with highly complex multi-year high dollar subcontracts.
  • Graduate Degree with four (4) years of experience with highly complex multi-year high dollar subcontracts.
  • In lieu of a degree, minimum of 10 years of experience with highly complex multi-year high dollar subcontracts.
  • Must be a U.S. Citizen.
