Clatsop Behavioral Healthcare has an immediate opening for a full time Correctional CADC. This position will provide outreach to individuals in the Clatsop County Jail (CCJ) as well as ongoing support and release planning for the AIC’s (Adults in Custody). This position will provide confidential addictions counseling, education and support to individuals to promote healthy lifestyles and healthy choices. Program coordination responsibilities include building and maintaining community partnerships, building program capacity, and working under the guidance of the Program Manager on overall program development. Essential Functions/Major Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Work with Clatsop County Jail staff to identify candidates for the Jail MAT Program Perform MAT screenings as needed Assist in completing opening paperwork and scheduling initial appointments Provide non-contingent supportive relationships to the targeted population. Mentor them in whatever Stage of Recovery they’re in and help them identify positive coping skills and healthy living activities. Meet with AICs on a routine basis to develop needs assessment and release planning. Assist in finding needed resources to assist in their recovery and successful transition from jail back to the community. Provides encouragement and enthusiasm during skill development, naming and highlighting the achievement, capabilities and skills. Act as a community resource, assisting in connecting individuals and families to local groups and organizations where, through participation, they will develop natural support that will sustain them in the future; Personally escort AIC upon release from CCJ to each Resource agency to obtain necessities for successful transition. Complete required paperwork and reports in a timely manner. Attend all functions as assigned and on time. All CBH Staff are Mandatory Abuse Reporters per the State of Oregon. As such, all staff must be aware of and follow the Mandatory Abuse Reporting Laws. Conduct group and individual counseling to promote an addiction-free lifestyle to encourage the health and wellness of individuals. Work with medical professionals to provide medication assisted treatment, including harm reduction best practices.  Work as a CADC may include assisting clients with access to housing, detox, higher levels of care and/or connecting to other community resources. CADC’s will create lesson plans and relapse prevention tools. Monitor attendance and UA (urinary analysis) results to ensure all clients are in compliance with treatment expectations. Complete SUD screening and assessments. Must have ASAM knowledge. Create service plans based on needs determined in the assessment and work to meet those needs throughout treatment. Complete Electronic Medical Record notes on every client where a service was provided. Maintain accurate and timely documentation for services and contacts with timely entry into electronic health records. Collaborate with CBH jail-based clinician for client care. Collaborate with Jail Based Forensic Case Management on continuum of care. Other duties as assigned and consistent with the purpose and intent of this position. Education/Experience Requirements: Certified as an Alcohol and Drug Counselor (CADC), CADC I, II, or III. Knowledge of Diagnostic and Statistical Manual of Mental Disorders (DSM)-5, MI, Stages of Change and Quality Assurance Standards, American Society of Addiction Medicine (ASAM), and the State of Oregon Administrative Rules applicable to this position. Experience with electronic health recordkeeping and protocols for assessing health information. Clinical knowledge and skills. Experience working with community agencies such as Probation, Department of Human Services, Court Appointed Special Advocates and Schools to collaborate on client services. Knowledge of Trauma-Informed therapy. Knowledge of human behavior of individuals diagnosed with a serious mental illness and addiction issues. Skilled at working as a member of an interdisciplinary team and completing required documentation. Excellent oral and written communication skills. Full professional fluency in English. Strong attention to detail, highly organized and ability to multitask from anywhere in the service region. Knowledge of Health Insurance Portability and Accountability Act (HIPAA and 42CFR Part 2) and importance of maintaining confidentiality. Required to have and maintain an Oregon or Washington Driver’s license and meet the agency’s insurance carrier’s insurance standards at the time of hire. Preferred CIJIS Background Clearance desired.
