Position Overview:
We are seeking a Business Transformation & Change Management Lead to support our client’s AI-enabled Supply Operations Center. This role leads business process transformation, change management, and business architecture activities across program delivery, including business outcome facilitation, process and persona development, data governance, and translation of redesigned workflows into actionable requirements for engineering teams. The role will also learn and apply the program’s Enterprise Architecture methodology through an initial mentorship period with a Senior Enterprise Architect.
Key Responsibilities:
- Business Process Transformation & Architecture
- Lead the discovery, mapping, simplification, and redesign of our client’s supply chain and contracting processes, including efforts to reduce legacy process friction and spreadsheet-driven workarounds.
- Develop business architecture models covering goals, processes, materials/data, roles, locations, and events using BACOE/EACOE or equivalent frameworks following initial mentorship.
- Develop operational persona packages and decision trees for priority roles.
- Data, Requirements & Delivery
- Partner with data teams to define business glossary terms, semantic data requirements, authoritative sources, and quality thresholds for key supply chain and contracting data products.
- Translate redesigned future-state workflows into structured user stories, acceptance criteria, decision rules, and development backlogs for low-code application developers and AI/ML engineers.
- Provide hands-on support across business analysis, data stewardship, sprint planning, and user acceptance testing to help address project delivery needs and bottlenecks.
- Change Management & Workforce Enablement
- Develop and execute organizational change management strategies, stakeholder impact assessments, communications, resistance management approaches, and workforce enablement plans to support adoption of AI-assisted ways of working.
- Lead training and mentorship cohorts for government personnel in business architecture, data governance, and modernized operating procedures.
- Carry out other related duties as assigned to support evolving client, project, and company needs.
Clearance Level:
- Current or ability to obtain a Department of Defense (DoD) Secret Clearance is required. Note: To obtain a security clearance, you must be a U.S. citizen and meet the 13 adjudicative guidelines.

Required Qualifications:
- Experience:
- 10+ years of progressive experience in business process transformation, organizational change management, business architecture, or systems analysis.
- Education/Certification:
- Bachelor’s degree in Business, Information Systems, Industrial/Systems Engineering, or related field.
- Current CompTIA Security+ CE certification or ability to obtain the certification within the first two weeks of the start date.
- Skills:
- Demonstrated experience leading complex end-to-end operational process redesign and transitioning legacy processes into integrated digital or AI-enabled workflows.
- Hands-on experience translating business processes into actionable agile user stories, acceptance criteria, and product backlogs.
- Experience applying structured process modeling standards and methodologies, such as BPMN 2.0 and Value Stream Mapping.
- Experience applying structured organizational change management frameworks, such as Prosci or Kotter, including stakeholder assessments, communications, and workforce training.
Preferred Qualifications:
- Prior military experience, particularly in Military Intelligence, Counterintelligence, Operations, or Logistics, with experience in operational workflow analysis, threat or risk assessment, and decision-tree development.
- Prosci, Certified Change Management Professional (CCMP), Lean Six Sigma Green or Black Belt, Certified Scrum Product Owner (CSPO), or SAFe Product Owner/Product Manager (POPM) certification.
- Experience supporting Navy, NAVSUP, or Department of Defense supply chain operations, weapon-system sustainment, or contracting processes, including systems such as Navy ERP or One Touch Support.
- Experience with human-in-the-loop AI decision support, agentic workflows, low-code application integration such as Mendix, or AWS SageMaker/ML model lifecycle concepts.
Location & Commitments:
- Position: Full Time
- Work Arrangement: Onsite at our client site in Mechanicsburg, Pennsylvania.
- Travel Requirements: Travel will be required.
- Location Preference: Must reside within a 50-mile radius of Mechanicsburg, Pennsylvania, due to the on-site requirement of the position.
