Job Title: LCAMS Analyst (Lane Closure Advisory Management System Analyst)

GovFirst is seeking a detail-oriented and analytical LCAMS Analyst to support the operations in Hampton, VA. This position is responsible for administering the Lane Closure Advisory Management System (LCAMS), monitoring lane closure activities, maintaining data integrity, analyzing operational metrics, and ensuring compliance with VDOT lane closure requirements.

Responsibilities:

  • Administer and maintain the Lane Closure Advisory Management System (LCAMS) for Hampton Roads Harbor Tunnels and Moveable Bridges.

  • Monitor, review, and maintain the accuracy and integrity of lane closure data and system records.

  • Review lane closure requests for compliance with VDOT Eastern Region Limitation of Operations requirements.

  • Monitor planned roadway events to identify potential work zone conflicts and coordinate resolutions with stakeholders.

  • Create and submit internal work orders for equipment failures or system-related issues.

  • Research, analyze, and manipulate statistical data to produce reports, dashboards, and operational performance metrics.

  • Monitor data quality and recommend improvements to reporting processes.

  • Prepare reports supporting operational planning, compliance, and management decision-making.

  • Track lane closure activities and provide trend analysis as requested.

  • Serve as the primary point of contact for LCAMS users, providing guidance and technical support.

  • Train VDOT personnel, contractors, and other authorized users on LCAMS procedures and best practices.

  • Coordinate with VDOT staff, contractors, and project teams regarding lane closure scheduling and compliance.

  • Support VDOT Public Affairs by providing lane closure information when requested.

  • Assist the HMMS Program Administrator with administrative tasks, including maintaining documentation and reviewing outstanding work orders.

  • Maintain accurate records and documentation related to lane closure activities.

  • Communicate effectively with internal teams, contractors, and client representatives.

  • Perform additional duties as assigned by supervisors or the USF Senior Project Manager.


Requirements

Required Qualifications:

  • Strong proficiency with Microsoft Office Suite, particularly Microsoft Excel.

  • Experience analyzing data, preparing reports, and maintaining accurate records.

  • Ability to work independently and manage multiple priorities in a fast-paced environment.

  • Knowledge of or experience with traffic monitoring, traffic control systems, or transportation operations preferred.

  • Familiarity with Hampton Roads interstate highways and local roadway systems preferred.

  • Strong analytical, organizational, and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Strong attention to detail and commitment to data accuracy.

  • Ability to meet deadlines while managing multiple assignments.

  • Comfortable with extensive computer use, telephone communication, and cross-functional collaboration.

  • Scheduling flexibility to support occasional evening or weekend projects when required.

Required Education & Credentials:

  • High School Diploma or GED required.

Required Work Authorization:

  • Must be a U.S. Citizen.

Required Licenses, Certifications & Screening:

  • Valid Virginia Driver's License in good standing required.

  • Must be at least 18 years of age.

  • Fingerprint-based Criminal History Records Check (CHRC) required.

  • Pre-employment drug screening required.
