Hampton - Newport News Community Services Board (H-NNCSB) is seeking an experienced Recovery Court Administrator to provide leadership for the Newport News Recovery Court Treatment Program and ARTS Jail-Based Substance Use Disorder Services. This leadership role is responsible for program operations, staff supervision, strategic planning, fiscal oversight, community partnerships, and ensuring high-quality services for justice-involved individuals with substance use and co-occurring mental health disorders.

The ideal candidate should hold a Master's Degree in a Human Services field of Study and be a Registered Certified Substance Abuse Counselor (CSAC), as well as be an innovative leader with experience in behavioral health, criminal justice, and program administration who is passionate about expanding access to treatment and supporting successful community re-entry.

What You'll Do

  • Provide leadership and oversight for the Newport News Recovery Court Treatment Program and ARTS Jail-Based Services.
  • Supervise, coach, and evaluate clinical and program staff while supporting professional development and performance.
  • Manage program operations, staffing, productivity, budgets, contracts, and grant-funded initiatives.
  • Ensure compliance with all applicable licensing, accreditation, regulatory, grant, and contractual requirements.
  • Monitor program outcomes, quality improvement initiatives, and performance metrics to support continuous program excellence.
  • Collaborate with judges, Commonwealth's Attorneys, defense attorneys, probation, law enforcement, jail leadership, and community partners to coordinate services.
  • Oversee participant screening, eligibility determination, treatment planning, case management, and continuity of care for Recovery Court and jail-based participants.
  • Ensure timely referrals to behavioral health treatment, medication-assisted treatment (MAT), recovery support, housing, employment, and community resources.
  • Serve as the primary liaison with local jail leadership to support MAT and substance use disorder services.
  • Develop and maintain program policies, procedures, protocols, and operational standards.
  • Prepare reports for the Supreme Court of Virginia, local courts, grant funders, and agency leadership.
  • Represent H-NNCSB and the Recovery Court Program at community meetings, public events, and stakeholder committees.
  • Foster collaborative partnerships that strengthen criminal justice and recovery services throughout the community.

What We're Looking For

  • Master's Degree in Human Services and 2 years or more of supervisory/management experience; specifically, working with individuals with substance use and co-occurring mental health disorders.
  • Must be registered as a Certified Substance Abuse Counselor (CSAC) with the Virginia Board of Counseling.
