Position Overview
The Pennsylvania Public Utility Commission (PA PUC) is seeking an experienced IT Product Manager to lead the modernization of its Customer Assistance Information (CAI) application. This role will drive a large-scale public sector modernization initiative by defining the product vision, managing the product roadmap, gathering user stories, prioritizing the backlog, and collaborating with business stakeholders, architects, developers, and vendors to deliver a modern enterprise solution.

Required Skills
  • 5+ years of experience as a Product Manager leading $10M+ large-scale public sector modernization projects 
  •  Experience modernizing legacy enterprise applications and digital transformation initiatives 
  •  Strong experience gathering and managing user stories, product backlogs, and acceptance criteria
  •  Experience with Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar) 
  •  Experience overseeing and testing large data conversion projects 
  •  Strong stakeholder management and communication skills 
  •  Excellent organizational, planning, and prioritization skills 
Preferred Skills
  •  Utility industry/domain experience 
  •  Enterprise application modernization (legacy to modern architectures) 
  •  Microsoft technology stack and Microsoft Azure
  •  Process improvement and business process reengineering 
  •  Knowledge of WCAG 2.1 accessibility standards 
  •  Experience working with the Commonwealth of Pennsylvania or other public-sector agencies 
  •  Bachelor's degree in Business, Information Systems, Computer Science, or related field 
  • YAFOS Certification
Important Notes
  • Hybrid role – Candidates must work onsite 2 days per week in Pennsylvania (one onsite day must be Wednesday) 
  •  Remaining 3 days may be worked remotely
