Adept Consulting Services is looking for a Lead Enterprise Data Platform Architect to help design, build, and continually evolve enterprise data platforms supporting digital services, advanced analytics, and artificial intelligence initiatives across the Commonwealth of Pennsylvania.
This is a senior, hands-on technical leadership position responsible for establishing reusable, secure, cloud-based data products and shared platform services. The selected candidate will balance long-term technology strategy with practical implementation, working closely with solution architects, agency data teams, cloud engineering, cybersecurity, governance, and other enterprise technology groups.
The ideal candidate has experience building enterprise data platforms from the ground up, creating reusable capabilities that serve multiple business units or agencies, and leading technical initiatives through influence rather than direct authority.
Key ResponsibilitiesEnterprise Platform Architecture- Define the target architecture for the Commonwealth’s enterprise data platform.
- Develop a multiyear platform roadmap aligned with enterprise modernization priorities.
- Evaluate emerging technologies while maintaining architectural consistency and sustainability.
- Establish reusable architecture patterns that can support multiple agencies and technology initiatives.
- Promote API-first and product-based approaches to enterprise information sharing.
- Lead the development of an initial minimum viable product and mature the cloud data platform over time.
- Establish engineering standards, implementation practices, automation, and operational guardrails.
- Design secure, multi-tenant environments that support multiple agencies while addressing data separation and co-mingling concerns.
- Build and operate cloud infrastructure using Infrastructure as Code tools such as Terraform.
- Implement modern DevSecOps practices, including a shift-left approach to security.
- Partner with cybersecurity teams to implement identity and access management, role-based access control, encryption, logging, and auditing capabilities.
- Design shared platform services instead of individual agency-specific implementations.
- Develop repeatable onboarding patterns for agencies adopting enterprise data products and services.
- Support the development of reusable data products and AI-ready infrastructure.
- Ensure alignment across agency modernization and enterprise technology initiatives.
- Create standardized capabilities that can be securely adopted by multiple teams.
- Develop and promote engineering best practices across enterprise data initiatives.
- Collaborate with technology leaders, architects, engineers, security teams, and data teams across the Commonwealth.
- Partner with cloud, integration, governance, and cybersecurity teams to implement enterprise data products.
- Communicate complex technology concepts clearly to both technical and nontechnical stakeholders.
- Provide technical direction and lead through influence across teams without direct reporting authority.
- Bachelor’s degree in Computer Science, Information Systems, Systems Programming, or a related discipline—or an equivalent combination of education and relevant experience.
- 10+ years of experience building or supporting large-scale cloud data platforms.
- At least seven years of hands-on experience in modern data architecture, platform engineering, or cloud infrastructure.
- Demonstrated experience designing enterprise data platforms that support multiple teams, business units, or organizations.
- Hands-on experience building cloud infrastructure through Infrastructure as Code using Terraform or an equivalent technology.
- Experience implementing modern DevSecOps practices and integrating security throughout the development lifecycle.
- Experience designing and implementing cloud security controls, including IAM, RBAC, encryption, logging, and auditing.
- Experience collaborating with cloud engineering, cybersecurity, CISO, governance, risk, and compliance teams.
- Experience with modern data and cloud platforms such as:
- Snowflake
- Databricks
- AWS
- Microsoft Azure
- Containerized applications and services
- Experience building an enterprise platform or shared service from the ground up.
- Strong understanding of reusable architecture patterns and platform-based delivery.
- Experience designing secure multi-tenant platforms.
- Ability to balance strategic architecture with hands-on technical execution.
- Strong communication and stakeholder-management skills.
- Ability to lead technical initiatives through collaboration and influence.
- Experience supporting data analytics, digital services, or AI-ready infrastructure.
