Position Overview:
This Senior Program Manager role leads the delivery of complex, multi-workstream digital initiatives, ensuring alignment between strategy and execution while driving accountability across cross-functional teams. The position focuses on establishing governance, optimizing delivery frameworks, and enabling teams to successfully execute large-scale programs in a fast-paced, Agile-driven environment.

Required Skills:

10 years of experience as a Program or Portfolio Manager leading complex initiatives
Strong understanding of Agile, Waterfall, and hybrid delivery models, with the ability to apply them effectively across projects
Experience working with project management or Agile tools such as Confluence, Azure DevOps, SharePoint, or similar platforms
Proven track record managing large-scale, multi-year, multi-million-dollar programs

Preferred, not required:

PMP or Scrum Master certification
Experience working in a state government environment
Experience with Salesforce

Duties:

Own end-to-end delivery of a complex, multi-workstream program, ensuring alignment with strategic objectives
Establish program vision, structure, and execution strategy to drive consistent and successful outcomes
Lead cross-functional collaboration across product, project management, engineering, UX, vendors, and stakeholders
Design and implement program governance, operating models, and decision-making frameworks
Define roles, responsibilities, escalation paths, and lead governance forums such as steering committees
Develop and maintain an integrated master roadmap, managing cross-workstream dependencies and priorities
Drive periodic planning cycles, ensuring deliverables are completed on time, within scope, and within budget
Organize and structure teams for optimal performance while coaching managers and team leads on best practices
Set clear expectations for deliverables, communication, and meeting readiness across teams
Identify and address gaps in performance, ownership, and execution
Serve as the primary point of accountability for program status, delivering clear and structured updates to leadership
Translate complex program details into actionable insights for both technical and non-technical stakeholders
Facilitate alignment across teams and resolve conflicts to maintain forward progress
Proactively identify, manage, and mitigate risks, issues, and blockers, escalating when necessary
Drive timely decision-making with clear recommendations and defined next steps
Manage program budgets, forecasting, and financial tracking to ensure fiscal accountability
Oversee vendor performance, ensuring alignment with program goals and contractual expectations
Support Agile delivery by coordinating Scrum activities, facilitating ceremonies, and removing delivery obstacles
Track project progress, team performance, and key metrics using Agile and project management tools
Maintain program documentation, status reporting, and tracking systems
Assist in communication and coordination between technical teams and business stakeholders
Contribute to leadership reports, presentations, and program updates to ensure transparency and visibility
