Position Overview:
This Senior Program Manager role leads the delivery of complex, multi-workstream digital initiatives, ensuring alignment between strategy and execution while driving accountability across cross-functional teams. The position focuses on establishing governance, optimizing delivery frameworks, and enabling teams to successfully execute large-scale programs in a fast-paced, Agile-driven environment.

Required Skills:
  • 10 years of experience as a Program or Portfolio Manager leading complex initiatives
  • Strong understanding of Agile, Waterfall, and hybrid delivery models, with the ability to apply them effectively across projects
  • Experience working with project management or Agile tools such as Confluence, Azure DevOps, SharePoint, or similar platforms
  • Proven track record managing large-scale, multi-year, multi-million-dollar programs
Preferred, not required:
  • PMP or Scrum Master certification
  • Experience working in a state government environment
  • Experience with Salesforce
Duties:
  • Own end-to-end delivery of a complex, multi-workstream program, ensuring alignment with strategic objectives
  • Establish program vision, structure, and execution strategy to drive consistent and successful outcomes
  • Lead cross-functional collaboration across product, project management, engineering, UX, vendors, and stakeholders
  • Design and implement program governance, operating models, and decision-making frameworks
  • Define roles, responsibilities, escalation paths, and lead governance forums such as steering committees
  • Develop and maintain an integrated master roadmap, managing cross-workstream dependencies and priorities
  • Drive periodic planning cycles, ensuring deliverables are completed on time, within scope, and within budget
  • Organize and structure teams for optimal performance while coaching managers and team leads on best practices
  • Set clear expectations for deliverables, communication, and meeting readiness across teams
  • Identify and address gaps in performance, ownership, and execution
  • Serve as the primary point of accountability for program status, delivering clear and structured updates to leadership
  • Translate complex program details into actionable insights for both technical and non-technical stakeholders
  • Facilitate alignment across teams and resolve conflicts to maintain forward progress
  • Proactively identify, manage, and mitigate risks, issues, and blockers, escalating when necessary
  • Drive timely decision-making with clear recommendations and defined next steps
  • Manage program budgets, forecasting, and financial tracking to ensure fiscal accountability
  • Oversee vendor performance, ensuring alignment with program goals and contractual expectations
  • Support Agile delivery by coordinating Scrum activities, facilitating ceremonies, and removing delivery obstacles
  • Track project progress, team performance, and key metrics using Agile and project management tools
  • Maintain program documentation, status reporting, and tracking systems
  • Assist in communication and coordination between technical teams and business stakeholders
  • Contribute to leadership reports, presentations, and program updates to ensure transparency and visibility
