Oak Hill is seeking an experienced Investigation Oversight and Compliance Supervisor to lead the organization’s abuse and neglect investigation function and help ensure the highest standards of safety, accountability, compliance, and quality across Community Programs.
This is a critical leadership role responsible for overseeing a team of investigators who operate independently from Oak Hill’s programs. The successful candidate will ensure investigations are fair, objective, thorough, timely, and compliant with applicable DDS, DCF, DPH, and Oak Hill requirements.
The Investigation Oversight and Compliance Supervisor will also play a key role in translating investigative findings into meaningful recommendations and continuous quality improvements that strengthen services for individuals with intellectual and developmental disabilities.
What You’ll Do
Lead and Oversee Investigations
- Oversee the investigative process, including assigning investigations, monitoring progress, reviewing findings, and ensuring timely completion.
- Ensure investigations are accurate, thorough, objective, and conducted in accordance with DDS, DCF, DPH, and Oak Hill standards.
- Monitor investigative caseloads and ensure cases are assigned promptly and completed within required regulatory and organizational timeframes.
- Oversee investigations involving significant organizational risk and keep the General Counsel informed of critical developments.
- Ensure administrative leave related to investigations is utilized appropriately and only when necessary.
Build and Lead the Investigations Team
- Supervise Investigation Specialists and provide leadership, coaching, training, and professional development opportunities.
- Provide oversight and direction to contracted external investigators.
- Establish expectations for investigative quality, consistency, documentation, and accountability.
- Review investigative reports and provide guidance to ensure conclusions are supported by objective evidence.
Partner with Regulatory and Oversight Agencies
- Serve as a primary liaison between Oak Hill’s investigations team and the Connecticut Department of Developmental Services (DDS).
- Collaborate with DDS Department of Investigation Lead Investigators, Regional Liaisons, Case Managers, and other regulatory partners.
- Coordinate and complete DDS Registry documentation in collaboration with Human Resources.
- Facilitate Registry cases and work collaboratively with the DDS Registry Attorney.
- Represent Oak Hill in Registry hearings and related proceedings.
- Collaborate with DCF, DPH, and other regulatory and oversight agencies as needed.
Partner Across the Organization
- Work closely with Human Resources to review investigation status, administrative leaves, and potential disciplinary outcomes.
- Meet regularly with the designated HR Business Partner to ensure timely communication and coordinated case management.
- Collaborate with Community Programs, Oak Hill School administrators, Learning and Development, Quality Assurance, Legal, and other organizational leaders.
- Communicate investigation status, findings, and recommendations appropriately with key stakeholders while maintaining confidentiality.
- Share investigative data and trends with Quality Assurance to identify systemic issues, opportunities for improvement, and potential organizational risks.
- Work with the Legal Department administrative assistant to support the management of investigation-related SharePoint sites.

What You Bring
- Demonstrated leadership experience managing an investigation function and/or investigative team within a DDS or similar human services environment.
- Strong knowledge of DDS requirements, investigative processes, regulatory expectations, and applicable reporting requirements.
- Experience overseeing investigators, including assigning cases, monitoring investigations, reviewing findings and reports, and ensuring quality and compliance.
- Demonstrated experience with quality assurance and continuous improvement, including identifying trends, evaluating investigative quality, monitoring corrective actions, and ensuring recommendations are implemented and sustained.
- Ability to analyze investigative findings and data to identify systemic issues, organizational risks, and opportunities to improve service quality.
- Experience working with DDS, DCF, DPH, Regional Liaisons, and other regulatory or oversight agencies preferred.
- Strong leadership, judgment, analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills, particularly when handling complex, sensitive, and confidential matters.
- Ability to manage competing priorities and consistently meet internal and external deadlines.
- Proven ability to build trust and effective working relationships with employees, leadership, regulatory agencies, individuals served, families, and other stakeholders.
- Bachelor’s degree in a related field preferred, or an equivalent combination of education and significant experience in a licensed or regulated human services environment.
- Prior experience working with individuals with intellectual and/or developmental disabilities strongly preferred.
