Maternity Care Coalition (MCC) is a community-based nonprofit organization serving Pennsylvania and Delaware with over four decades of commitment to improving maternal and child health and early care and education. Position Summary
The MOMobile Managed Care program provides comprehensive home visiting services to pregnant people and families with young children who have Medicaid insurance and live in the Philadelphia community and surrounding counties. The Program Manager is responsible for day-to-day operations of the MOMobile Managed Care program. Provides leadership in conducting outreach, follow-up, and home visiting to identify pregnant women and families with young children and provide appropriate services.
Core Functional Responsibilities
- Manages and monitors all MOMobile Managed Care activities and ensures quality of services.
- Provides supervision to managed care advocates, lead advocate, and student intern(s).
- Responsible for recruitment and hiring of managed care advocates.
- Acts as a community liaison between MCC, clients, and Medicaid managed care organizations (MCOs) and manages referrals from MCO partners.
- Routinely communicates with MCO providers and schedules monthly/bi-monthly/quarterly check-in meetings.
- Oversees the contract scope of services with MCO partners.
- Prepares and submits all reports and invoices as required by funders.
- Develops and monitors program budgets and spending.
- Communicates and coordinates contract requirements with other MCC program managers.
- Facilitates regular staff meetings and conducts individual supervisory meetings.
- Conducts regular home visit observations.
- Provides direct services to a small caseload when needed.
- Regularly reviews client files and provides feedback to staff.
- Prepares performance evaluations with input from staff.
- Identifies staff training needs and writes yearly training plans.
- May be required to travel the eight-county region

Knowledge, Skills & Abilities
- Understanding of MCC’s mission, goals, and objectives and ability to work independently with a high level of energy and contribute as part of a larger team.
- Knowledge of the concepts and practices associated with community health issues, particularly with pregnant women, prenatal care, parenting, and other services for mothers, young children, and their families.\
- Ability to travel in and around the Greater Philadelphia region to conduct home visits and community outreach.
- Knowledge of and sensitivity to issues facing the community served.
- Experience in client management procedures for determining eligibility, assessing needs, identifying resources, making referrals, following up, and documenting client interactions.
- Demonstrated clinical social work skills.
- Strong interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative, and professional interaction with diverse groups of co-workers, community partners, clients, and members of the community.
- Proficiency with Microsoft Office Suite and virtual meeting platforms, with the ability to use common software applications, spreadsheets, customized databases, and multimedia tools.
- Ability to organize tasks efficiently with strong attention to detail.
- Effective and accurate documentation of case notes and client data.
Experience, Education, and Licensure

Experience:Â
- Two or more years of supervisory experience working in the field, e.g., experience in maternal and child health, home visiting, or related community-based work.
Â
Education:
- Bachelor’s degree in Social Work, Community Health Education, Public Health, or a related discipline required.
- Master’s degree preferred. Candidates with equivalent combinations of professional experience, community-based expertise, and/or relevant lived experience will also be considered.

Maternity Care Coalition operates as a hybrid organization. The assigned work arrangement for this position may include a combination of remote and onsite work and will be determined based on operational needs, role responsibilities, and performance. Work arrangement expectations may be modified over time to meet organizational or programmatic requirements. Staff working remotely are responsible for maintaining a safe and appropriate workspace.
- Ability to engage in extended periods of sitting, computer work, and sustained concentration to complete financial analysis, reporting, and related tasks.
- Ability to occasionally bend, reach, lift, carry, push, or pull training materials or equipment, generally not exceeding 30 pounds.
- Possession of a valid driver’s license issued by the state of residence and the ability to successfully pass a motor vehicle record check, where driving is an essential function of the role.
- Ability to travel occasionally to attend conferences, seminars, and professional meetings.
- Ability to work non‑traditional hours on an occasional basis based on operational needs.

Competitive Salaries:
- Anticipated Hiring Salary; $58,000.00 based on qualifications and experience.
- Salary Range;Â $$57,750 - $73,500; Employees may become eligible for compensation increases within the salary range over time, consistent with performance, market conditions, internal equity, and business needs.Â
