The Position:
ACET is seeking a highly experienced Business Development (BD) / Capture Manager to support growth initiatives associated with the U.S. Air Force Sustainment Center (AFSC) Contract Field Teams (CFT) – Labor Augmentation Sustainment Requirements (LASR) multiple-award IDIQ program.
The LASR program supports the U.S. Air Force’s ability to rapidly augment organic maintenance capabilities worldwide by deploying qualified contractor personnel in support of active weapon system sustainment operations. Task orders may include aviation maintenance, aircraft modification, inspection, repair, logistics, depot support, quality assurance, maintenance management, and operational sustainment activities across multiple aircraft platforms and global operating locations.
The successful candidate will lead opportunity identification, capture planning, customer engagement, teaming strategy development, proposal shaping, and long-term pipeline growth associated with Air Force aviation sustainment and field maintenance operations.
Key Responsibilities;
Business Development & Capture Management
- Lead capture and business development activities supporting Air Force aviation sustainment, field maintenance, depot operations, and labor augmentation opportunities.
- Develop and execute capture strategies for CFT LASR task orders and related sustainment contracts.
- Identify, qualify, and shape opportunities aligned with ACET’s aerospace operations, aviation maintenance, logistics, quality assurance, and manufacturing capabilities.
- Establish and maintain relationships with Air Force Sustainment Center (AFSC), Air Logistics Complexes (ALCs), program offices, contracting organizations, and industry partners.
- Support opportunity forecasting, pipeline development, and strategic growth planning.
- Analyze procurement forecasts, draft RFPs, acquisition strategies, and competitive landscapes to position ACET for successful contract awards.
- Coordinate with executive leadership, operations, recruiting, pricing, and proposal teams to develop winning strategies and executable staffing approaches.
Proposal & Capture Execution
- Lead capture activities from opportunity identification through proposal submission and contract award.
- Support development of technical volumes, staffing plans, management approaches, transition plans, and oral presentations.
- Assist with pricing strategy development and labor category alignment.
- Develop teaming agreements, subcontractor relationships, and strategic partnerships to strengthen competitive positioning.
- Coordinate color team reviews and proposal milestone execution.
Customer & Industry Engagement
- Represent ACET at industry days, conferences, customer meetings, and aviation sustainment events.
- Maintain awareness of Air Force sustainment priorities, readiness challenges, manpower gaps, and maintenance modernization initiatives.
- Build relationships with retiring military aviation personnel and industry professionals to support future staffing and capture efforts.
Required Qualifications:
- Aviation Management, Engineering, Program Management, or related field preferred.
- Minimum 7–10 years of experience supporting DoD aviation sustainment, business development, capture management, or program operations.
- Demonstrated experience supporting U.S. Air Force aviation maintenance, sustainment, depot operations, or field service programs.
- Strong understanding of federal acquisition processes, IDIQ contracts, task order competitions, and proposal development.
- Experience supporting aviation maintenance operations, Contract Field Teams (CFTs), labor augmentation programs, or deployed sustainment operations preferred.
- Proven ability to develop customer relationships and identify new business opportunities within the Air Force sustainment enterprise.
- Strong written and verbal communication skills with the ability to support executive-level briefings and proposal development.
- Ability to travel frequently to customer sites, conferences, and program locations.
Preferred Qualifications;
- Prior military aviation maintenance, logistics, quality assurance, or operational leadership experience.
- Existing relationships within AFSC, Air Force Life Cycle Management Center (AFLCMC), Air Logistics Complexes, or Air Force aviation sustainment organizations.
- Experience supporting multiple aircraft platforms and global maintenance operations.
- Familiarity with aviation maintenance production environments, depot-level sustainment, and contingency operations.
- Active Secret Clearance preferred or ability to obtain one.
