The State Emergency Coordination Center (SECC) is Montana’s hub for statewide emergency coordination before, during, and after disasters. As the SECC Supervisor, you provide daily leadership for the SECC team, ensuring effective communication and coordination among state, local, tribal, federal, private‑sector, and voluntary agency partners. You are the primary administrative supervisor for four SECC Coordinators and maintain a high level of readiness and performance across the SECC, including oversight of the daily operations of the State Disaster Warehouse.

You advise Division leadership on SECC policies, procedures, and operational standards to maintain readiness and ensure compliance with the State Emergency Response Framework and the National Incident Management System (NIMS). You supervise SECC staff, manage work assignments, approve schedules, and ensure SECC facilities, systems, and tools are ready to support incident coordination at any time. You oversee the State Disaster Warehouse, including inventory management, maintenance, and logistics in support of statewide emergency response. You also lead “blue sky” operations, including situational awareness, routine information sharing, and relationship‑building with partners.

The SECC Supervisor develops and maintains written procedures for incident coordination, resource management, and situational awareness. You lead efforts to collect, synthesize, and share critical information with decision‑makers, support SECC standard operating procedures and the SECC Operations Manual, and integrate lessons learned from events and exercises into daily practice. You coordinate and participate in training, exercises, and after‑action reviews that strengthen Montana’s emergency coordination capabilities.

When the SECC is activated, you may shift from routine supervisory duties to an operational role appropriate to the incident and activation level. You may be assigned an operational role during activations based on incident needs, which may include SECC Manager or Deputy or other roles within the SECC incident management structure, as directed by the Response Bureau Chief or designee. This position is a key leadership role within the Division, ensuring readiness every day, promoting teamwork, and maintaining strong relationships across Montana’s emergency management community.

Duties Involve:

• Managing daily SECC operations, battle rhythm, and information‑sharing processes.

• Supervising, coaching, and evaluating four SECC Coordinators; scheduling and workload management.

• Maintaining SECC plans, SOPs, the SECC Operations Manual, and information/communication systems.

• Leading “blue sky” situational awareness activities and maintaining a common operating picture.

• Developing and delivering SECC‑related training, exercises, and after‑action reviews.

• Overseeing daily State Disaster Warehouse operations, inventory, facilities, and logistics.

• Supporting disaster declarations and coordination with FEMA and other federal partners.

• Serving in assigned operational roles during SECC activations (up to or including serving as the  SECC Manager or Deputy).

• Participating in emergency and after‑hours response, duty rotations, or on‑call coverage.

Must be able to work effectively in a dynamic, collaborative environment with partners across the state and multiple disciplines.

State of Montana employment may qualify for student loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program.

Minimum Qualifications

• Bachelor’s degree in emergency management, public administration, homeland security, project management, or a closely related field.

• Five years of professional work experience in emergency management

• Two years of supervisory experience.

• Alternative combinations of education and experience may be considered on a case‑by‑case basis.

Knowledge, Skills, and Abilities

• Knowledge of emergency management principles, NIMS, the Incident Command System (ICS), and state emergency coordination processes.

• Understanding of interagency operations, communication systems, and resource management during emergencies, including risk‑based prioritization of needs and resources.

• Skill in supervising staff, managing performance, and maintaining operational readiness in a fast‑paced, high‑consequence environment.

• Ability to lead coordination efforts across multiple agencies and jurisdictions under stressful conditions while fostering collaboration, transparency, and trust.

• Strong written and verbal communication skills for interacting with senior officials, local governments, partners, and the public across multiple channels and platforms.

• Ability to analyze complex incidents, develop situational reports, and provide timely recommendations that support informed decision‑making and effective resource allocation.

• Demonstrated ability to work independently and as part of a cohesive team in a high‑pressure environment, adapt to changing conditions, and support continuous improvement.

This is a full‑time position with a competitive salary and benefits package. The position is located at Fort Harrison, Montana; telework options may be considered after successful completion of a probationary period. The position reports to the Response Bureau Chief.
