We are seeking an experienced PeopleSoft Developer to support mission-critical Human Capital Management (HCM) applications in a secure government environment. This position will provide technical expertise across the full software development lifecycle, including requirements analysis, technical design, development, configuration, testing, implementation, production support, and system enhancements.

The ideal candidate will bring extensive hands-on experience with PeopleSoft HCM, PeopleTools, SQL, and customized enterprise environments, along with the ability to work directly with both technical teams and business stakeholders.

Key Responsibilities

  • Develop technical design specifications based on business and functional requirements.
  • Configure and customize PeopleSoft applications to meet customer requirements.
  • Analyze, develop, code, test, and implement new software functionality and enhancements to existing applications.
  • Test and validate completed solutions to ensure they meet functional and technical requirements.
  • Create and maintain complete, accurate technical and functional documentation in accordance with program standards.
  • Provide ongoing production support for customer PeopleSoft applications, including troubleshooting, program analysis, testing, issue resolution, and system enhancements.
  • Provide Tier 2 application support and assist with the resolution of escalated technical and functional issues.
  • Support functional testing, User Acceptance Testing (UAT), defect resolution, release management, and deployment activities.
  • Collaborate with business stakeholders, technical teams, and external vendors to identify requirements and develop effective solutions.
  • Support production activities outside normal business hours when required.

Required Qualifications

  • Bachelor's degree in a relevant field with 10+ years of relevant experience, or a Master's degree in a relevant field with 8+ years of relevant experience.
    • An additional four years of relevant experience may be considered in lieu of a degree.
  • Extensive experience with PeopleSoft Human Capital Management (HCM).
  • Strong knowledge of PeopleSoft HCM 9.2 and PeopleTools 8.62+ within a three-tier architecture.
  • Strong functional and technical experience with SQL.
  • Experience developing across the PeopleTools suite, including:
    • Fluid Components and Pages
    • Application Packages and Classes
    • Application Engine
    • Integration Broker
    • Isolated Customizations
    • Application Designer
  • Experience with batch processing, PeopleSoft security, and system configuration.
  • Experience developing and executing PeopleSoft SQL and Queries.
  • Functional PeopleSoft experience within complex, integrated, and highly customized environments.
  • Demonstrated experience gathering, analyzing, and documenting business and technical requirements.
  • Experience creating and maintaining project documentation, including:
    • Functional Requirements Documents
    • Requirements Traceability Matrices
    • Test Plans and Test Cases
    • Interface Control Documents
    • Customer Presentations
  • Experience executing test cases, supporting User Acceptance Testing, and documenting and resolving defects.
  • Expertise in production support, issue resolution, functional testing, UAT, release management, and system enhancements.
  • Ability to effectively communicate technical concepts and solutions to technical teams, non-technical business stakeholders, and external vendors.
  • Demonstrated ability to work independently, prioritize responsibilities, and manage multiple concurrent requests.
  • Strong written and verbal communication skills.
  • Ability to work effectively within a collaborative team environment.
  • Experience working within a Scaled Agile Framework (SAFe) environment.

Desired Qualifications

  • Experience supporting Department of Defense (DoD) systems, Intelligence Community (IC) workflows, and/or DIA mission data.
  • Experience with the Federal Information Security Controls Audit Manual (FISCAM).
  • Experience with development and collaboration tools such as Confluence and Git.

Work Environment

This position is based in Herndon, Virginia and requires full-time onsite work in a SCIF. Remote or hybrid work is not available for this position.
