What You'll Do:

Please Note: The salary range for this position is $74,332.96 – $100,886.24

Manages facilities improvement projects for various departments including new construction, renovations, repairs, and preventative maintenance of building systems of City-owned facilities. Project delivery methods will include bid-build, design-build, construction manager at risk (CMAR), formal and informal bidding processes.

Work is performed under the general supervision of the Engineering and Facilities Director.

Essential Tasks & Responsibilities:

  • Manages multiple projects simultaneously of varying complexities for facilities construction and improvement projects citywide;

  • Collaborates with department heads, engineers, architects, and permitting agencies during design phase;

  • Prepares construction cost estimates of capital improvement projects for budget requests and grant funding applications;

  • Prepares specifications, itemized proposals, and compiles design documents for contract bidding phase;

  • Coordinates with Purchasing Division on contract bid processes and contract execution;

  • Presides over pre-bid conferences, preconstruction conferences, and project progress meetings;

  • Reviews and approves project schedules and budgets;

  • Reviews and approves pay estimates for construction and related contracts;

  • Communicates the status of construction contracts/projects to City Management, department heads, internal and external stakeholders;

  • Performs contract administrative duties for construction projects;

  • Evaluates, negotiates, and processes contract change orders and amendments;

  • Maintains files with all required documentation including material testing, pay records, MWBE/DBE records, etc. to satisfy contract audits for Federal, State and local funding sources;

  • Coordinates work of consulting engineers, architects, and contractors with appropriate staff and operational schedules;

  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies;

Qualifications:

Required Qualifications:

  • Associate’s Degree in Construction Management or closely related field, with five (5) years of combined experience in facilities construction and/or project management, OR
  • Bachelor’s Degree in Construction Management or closely related field, with three (3) years of combined experience in facilities construction and/or project management.
  • Advanced knowledge in building codes, ADA compliance, and building operations including electrical and mechanicals systems, HVAC, boilers, chillers, generators, plumbing, roofing systems, and building envelope components.
  • Must be able to communicate professionally and effectively and maintain positive working relationships with other employees, officials, agencies, consultants, contractors, and the general public.
  • Valid driver’s license issued by the State of North Carolina.

Preferred Qualifications:

  • Bachelor’s Degree in Construction Management or closely related field, with five (5) years of combined experience in facilities construction and/or project management.
  • Experience with Design-Build and Construction Manager at Risk (CMAR) project delivery.
  • OSHA 30 Certification
  • Project Management Professional (PMP) Certification

Physical/Mental Requirements:

  • Hearing/Speaking; Expressing and/or receiving information by means of spoken word and perceiving nature of sounds by ear are both necessary to converse with supervisor, other employees, property owners, government officials, contractors, and the general public in person and by telephone.  Ability to express ideas in technical and/or trade terms associated with the profession.
  • Visual Abilities:
    • Acuity (far) - Clarity of vision at 20 feet or more.  Both eyes 20/30 – R 20/30 – L-20/30 corrected;
    • Acuity (mid-range) – Clarity of vision ranges from 20 inches to 20 feet.  Must be able to see building systems under investigation; necessary to move safely about terrain on foot; necessary for the safe operation of motor vehicles;
    • Acuity (near) - Clarity of vision at 20 inches or less.  Must be able to see reading material, forms, reports, etc. Both eyes 20/22 corrected;
    • Depth Perception - Three-dimensional vision and the ability to judge distance and space relationships.  Must be able to judge distances for safe operation of motor vehicles.  Depth perception -4;
    • Field of Vision - The area that can be seen up and down or to the right or left while eyes are focused on one point.  Necessary for the safe operation of motor vehicles;
    • Accommodation - Must be able to adjust the eye lens to bring an object into sharp focus.  This item is especially important when doing near-point work at varying distances from eye; Necessary when looking at various building systems at varying distances and for photographing objects;
  • Physical Strength - Degree of physical demands typically associated with this position include:
    • Sedentary work.  Exerting up to 20 pounds of force occasionally, and up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. 
    • Requires walking, standing, bending, stooping, reaching, holding, lifting, climbing and squatting to a significant degree; however, the worker sits most of the time.  On occasions employee is required to maneuver over both even and extremely uneven terrain and be able to make field observations in remote and difficult to reach outdoor locations.
  • Type of Physical Demands:
    • Reaching - Extending the hand(s) or arm(s) in any direction, but normally to the front and side. 
    • Handling - Seizing, holding, grasping, turning, or otherwise working with hand(s). 
    • Fingering - Picking, pinching or otherwise working with fingers primarily rather than the entire hand or arm. 
  • Reasoning;
    • Ability to apply principles of logical thinking to practical and technical problems encountered in facility maintenance and construction functions and administration; ability to interpret codes as they relate to designs.  Must work independently so good judgment is essential.
  • Mathematics Ability;
    • Ability to use mathematics in engineering calculations and estimates; ability to use arithmetic to determine costs. Good math skills are essential.
  • Language Ability;
    • Ability to read and comprehend code manuals, technical design and construction drawings, technical manuals, policy manuals, instructions, directions, reports, and other documents relating to the job requirements.
    • Ability to write correspondence and numbers; ability to write in technical terms associated with maintenance and construction; ability to write memoranda and reports.
    • Ability to be conversant in voice and diction so as to convey ideas to other employees, governmental agencies, other professionals, legislative bodies, contractors and the general public; ability to express ideas in the technical and/or trade terms associated with the profession.
  • Employee will be working inside and outside of buildings which are both conditioned and unconditioned spaces.
  • When required to monitor facility maintenance operations and construction work, employee may encounter wet, dry, hot or cold extremes.
  • May have to go into areas with limited horizontal and vertical clearances, or where areas are unsanitary in and around buildings and where areas have offensive odors. 
  • May be required to maneuver over uneven terrain.
The work location of this job will be 211 S Hamilton St High Point, North Carolina.
